This part of IEC 60300 describes a framework for the specification of services related to the maintenance support of products, systems and equipment that are carried out during the operation and maintenance phase. The purpose of this standard is to outline, in a generic manner, the development of agreements for maintenance support services as well as guidelines for the management and monitoring of these agreements by both the company and the service provider. This standard is intended for use by a wide range of suppliers, maintenance support organizations and users and can be applied to all items. For consistency in this standard, the user, operator and owner are referred to as the company and the organization or vendor providing the maintenance support service is called the service provider. This standard is applicable to items, which include all types of products, equipment and systems (hardware and software). Most of these require a certain level of maintenance to ensure that their required functionality, dependability, capability, economic, safety and regulatory requirements are achieved. NOTE For consistency, this standard will use the term “item” as defined in 3.1.4, except where the context requires otherwise.

This part of IEC 60300 provides guidelines for the development of failure management policies for equipment and structures using reliability centred maintenance (RCM) analysis techniques. This part serves as an application guide and is an extension of IEC 60300-3-10, IEC 60300-3- 12 and IEC 60300-3-14. Maintenance activities recommended in all three standards, which relate to preventive maintenance, may be implemented using this standard. The RCM method can be applied to items such as ground vehicles, ships, power plants, aircraft, and other systems which are made up of equipment and structure, e.g. a building, airframe or ship's hull. Typically, equipment comprises a number of electrical, mechanical, instrumentation or control systems and subsystems which can be further broken down into progressively smaller groupings, as required. This standard is restricted to the application of RCM techniques and does not include aspects of maintenance support, which are covered by the above-mentioned standards or other dependability and safety standards.

This part of IEC 60300 provides guidelines for the collection of data relating to reliability, maintainability, availability and maintenance support performance of items operating in the field. It deals in general terms with the practical aspects of data collection and presentation and briefly explores the related topics of data analysis and presentation of results. Emphasis is made on the need to incorporate the return of experience from the field in the dependability process as a main activity. This standard can be applied during monitoring of a population sample or, more widely, of whole populations. It is applicable, without restriction to diverse items, from components to systems and networks, including hardware, software and man/machine interactions. The items considered may have been designed, manufactured, installed, operated and maintained by one or more organizations. This standard applies to all possible relationships between suppliers and users. It applies to situations where some items may be repaired on site while others may only be replaced on site and repaired at centralized facilities. No recommendations are made, however, of how to organize maintenance support.

This part of IEC 60300 gives guidance on specifying the required dependability characteristics in specifications, together with specifications of procedures and criteria for verification and validation. The guidance provided includes the following: – advice on specifying quantitative and qualitative reliability, maintainability, availability and maintenance support requirements; – advice to purchasers of a system on how to ensure that the specified requirements will be fulfilled by suppliers; – advice to suppliers to help them to meet purchaser requirements. Other documents, such as legislation and governmental regulation may also place requirements on systems and these should be applied in addition to any specifications derived in accordance with this standard. NOTE 1 Whilst mainly addressing system and equipment level reliability, many of the techniques described in the different parts of IEC 60300 may also be applied to products, items or at the component level. The term system is used throughout this standard. NOTE 2 This standard does not give guidance on the management of dependability programmes or on the various activities necessary to fulfil stated availability, reliability, maintainability and maintenance support requirements. For this general guidance, see other standards. NOTE 3 Safety and environment specifications are not directly considered in this guide. However, much of the guidance in this standard could also be applied to safety or environmental specification. NOTE 4 Specifications for the dependability of a service are not considered in this guide. This includes the provision of a service such as those provided through Public-Private Partnership procurements

This International Standard makes recommendations for the implementation of design review as a means of verifying that the design input requirements have been met and stimulating the improvement of the product’s design. The intention is for it to be applied during the design and development phase of a product’s life cycle. It provides guidelines for planning and conducting a design review and specific details concerning contributions by specialists in reliability, maintenance, maintenance support and availability. The process for design and development is outlined in Figure 1 and requirements for management of the design and development process overall are given in ISO 9001:2000. The stages at which the design review or reviews are to be held should be determined during the development of the plan for the design.

IEC 60300-1:2014 establishes a framework for dependability management. It provides guidance on dependability management of products, systems, processes or services involving hardware, software and human aspects or any integrated combinations of these elements. It presents guidance on planning and implementation of dependability activities and technical processes throughout the life cycle taking into account other requirements such as those relating to safety and the environment. This standard gives guidelines for management and their technical personnel to assist them to optimize dependability. This third edition cancels and replaces the second edition published in 2003 and constitutes a technical revision. This edition includes the following significant technical changes with respect to the previous edition: - an updating of definitions to reflect IEC 60050-191:2014; - an enhanced description of dependability and its attributes; - a more generic approach to dependability management; - revised guidelines for application of dependability management; - a more generic approach to the life cycle; - a framework for dependability standards.
