T/GDLIA 2-2019 智慧物流箱循环共用服务规范

商务部会同发展改革委、工业和信息化部、财政部、交通运输部等9部门印发的《关于推广标准托盘发展单元化物流的意见》（商流通函〔2017〕968号）提出：鼓励物流载具生产企业、第三方物流企业、物流园区发挥各自优势，盘活存量标准托盘、周转箱（筐），拓展租赁运营服务。鼓励通过信息技术应用，加强物流载具循环共用线上服务，探索模式创新，整合线下物流资源，提高物流载具循环共用水平。以托盘、包装箱、周转箱(筐)、集装箱为单元，推动包装、储存、装卸、搬运、分拣、配送、运输等物流各环节一体化运作。 该《意见》同时提出：重点在快消品、农产品、药品、电商、中小型电器和工业零部件等适用领域，推广规格统一、质量合格的标准托盘。推动单元化物流载具应用并与标准托盘衔接配套，鼓励产品制造环节采用符合600mm×400mm模数系列的包装箱，鼓励商品流通环节采用600mm×400mm模数系列的周转箱（筐），鼓励物流运输环节推广外廓尺寸为 2550mm（冷藏货运车辆外廓2600mm）的货运车辆。 国务院办公厅《关于进一步推进物流降本增效促进实体经济发展的意见》（国办发〔2017〕73号）也提出，加强物流装载单元化建设。加强物流标准的配套衔接。推广1200mm×1000mm标准托盘和600mm×400mm包装基础模数，从商贸领域向制造业领域延伸，促进包装箱、托盘、周转箱、集装箱等上下游设施设备的标准化，推动标准装载单元器具的循环共用，做好与相关运输工具的衔接，提升物流效率，降低包装、搬倒等成本。 由无限极（中国）有限公司、佳怡供应链企业集团有限公司、广东益邦供应链有限公司、中外运物流有限公司牵头发起的“无限极物流生态圈联盟”，以直销行业六大品类的物流供应链为出发点，通过RFID应用于标准化物流箱的实践，为社会及产业链提供智慧物流箱标准化的循环共用服务。 本标准主要对智慧物流箱的循环共用服务进行规范，包括智慧箱循环共用服务的总体要求、循环共用智慧箱的通用要求、智慧箱循环共用服务的管理要求、智慧箱循环共用服务平台的基本要求四大方面的内容。其中： 智慧箱循环共用服务的总体要求，主要从服务保障方面进行考虑，设定了供应链服务网络、服务人员、服务平台及相应设施设备、响应服务需求、服务合同、服务便利化方面的要求。 循环共用智慧箱的通用要求，主要从智慧箱方面进行考虑，设定了性能及质量、可用性分级、规格尺寸、使用要求、编码标识、标签（RFID）方面的通用性要求。 智慧箱循环共用服务的管理要求，主要从服务管理方面进行考虑，设定了盘点复核、仓储、周转、交接、回收、检查与维护保养、溯源方面的管理要求。 智慧箱循环共用服务平台的基本要求，主要从平台化管理方面进行考虑，设定了基础功能、信息公开、信息安全方面的要求。 其中，循环共用智慧箱的通用要求主要对用于循环共用的智慧箱的性能、质量、使用要求、编码标识、标签（RFID）等进行规范；智慧箱循环共用服务的管理要求主要对盘点复核、仓储、交接、回收、检查与维护保养、溯源等服务过程进行规范；智慧物流箱循环共用服务平台主要对平台的基础功能和信息安全进行规范。三者相辅相成，共同构成了以先进信息技术应用为支撑，智慧箱为载体的新型物流供应链服务体系。

This European Standard specifies the technical and functional properties of automatic recording equipment used to determine randomly appearing shocks during transportation. Such automatic recording equipment can be used to: - determine mechanical shock loads on individual transportations; - monitor the transportation means to observe the limits of the shock parameters; - determine the shock loads on the transported item. This standard defines the sensors to be attached to the device, and specifies the minimum requirements for the parameters to be adjusted. It also defines the minimum requirements for the data analysis, as well as the data presentation. This standard covers the complete recording equipment, including its accelerometers and the data analysis in an external data processing unit. The accelerometers can be integrated into the device or separately mounted from it (external sensors). This standard also applies to the routine monitoring of individual transportations
