This part of ISO 4266 gives guidance on the accuracy, installation, commissioning, calibration and verification of automatic level gauges (ALGs) both intrusive and non-intrusive, for measuring the level of petroleum and petroleum products having a vapour pressure less than 4 MPa, stored in pressurized storage tanks. This part of ISO 4266 gives guidance on the use of ALGs in custody transfer application. This part of ISO 4266 is not applicable to the measurement of level in caverns and refrigerated storage tanks with ALG equipment.

This International Standard specifies the essential requirements and verification procedures for automatic tank thermometers (ATTs) consisting of platinum resistance thermometers (PRT) and an indicating device used for custody transfer measurement of liquefied natural gas, liquefied petroleum and chemical gases on board ships. Temperature detectors other than PRT are considered acceptable for use in the custody transfer service of liquefied gases if they meet the performance requirements of this International Standard and are approved by national regulations.

This part of ISO 7278 gives guidance on the procedures and conditions of use to be observed if pulse interpolation is used in conjunction with a pipe or small volume prover and a turbine or displacement meter to improve the discrimination of proving. This part of ISO 7278 describes the three methods of pulse interpolation most commonly used and their conditions of use. It also describes the equipment and test procedures for checking that the pulse interpolation system is operating satisfactorily and it describes some methods of measuring the irregularity of pulse spacing for a meter.

1.1 General This International Standard establishes guidelines for ensuring the fidelity and security of pulsed data cabled transmission systems utilized for the metering of fluids (see the note), a main objective being to ensure the integrity of the primary indication (see 2.2.5). NOTE — Compliance with the requirements of this International Stan-dard does not increase the basic precision of measurement, either in the electrical or electronic section of the system, or in the overall system which includes the meter(s). 1.2 Levels of security 1.2.1 In order to achieve different levels of security (see the note and clause 3) which can be applied to such systems, criteria and recommendations for the design, installation, use and maintenance of the relevant equipment are laid down. NOTE— The levels of security are designated E to A, from the lowest to the highest order of security respectively. For the majority of applications, the lower levels are considered to be adequate and at the time of the publication of this International Stan-dard, there is no known system for which Level A security is con-sidered to be a necessity. 1.2.2 This International Standard does not define which levels of security are to be used for a particular system application. 1.3 Safety and regulatory requirements 1.3.1 Regulatory requirements, including those for safety, are not specifically covered in detail but certain general cautionary notes on safety are included for guidance (see the note). NOTE— Compliance with this International Standard in no way absolves manufacturers and users of systems and equipment from meeting all relevant legal metrology (weights and measures), safety and other regulations applicable in the country in which it is intended to use a system. Special attention is drawn to 0.5 and 0.6 of the Introduction.

This International Standard gives guidance on the selection, installation, commissioning, maintenance, validation and calibration of hydrostatic tank-gauging (HTG) systems for the direct measurement of static mass in petroleum storage tanks. It is intended to cover custody transfer applications, although details of other, less accurate, measurements are included for information. It also gives guidance on calculations of standard volume from measured mass and independently measured reference density. Information is also included on measurements of observed and standard volume using density measured by the HTG system itself. This International Standard is applicable to hydrostatic tank-gauging systems which use pressure sensors with one port open to the atmosphere. It is applicable to the use of hydrostatic tank gauging on vertical, cylindrical, atmospheric storage tanks with either fixed or floating roofs. This International Standard is not applicable to the use of hydrostatic tank gauging on pressurized tanks.

In dynamic measuring systems the performance of meters for liquid hydrocarbons will vary with changes in flow conditions, viz. flowrate, viscosity, temperature, pressure, density of product, and with mechanical wear. This International Standard has been prepared as a guide for establishing and monitoring the performance of such meters, using appropriate statistical control procedures for both central and on-line proving. These procedures may be applied to measurements made by any type of volumetric or mass metering system. The procedures to be followed for collecting data, on which the control limits are based, are described. An alternative method for establishing the reliability of these data is described in ISO 7278-3. Methods are described for calculating the warning and action control limits for the charts covering the selected performance characteristics, the application of these control charts to subsequent routine measurements, and their interpretation. Worked examples are given in the appropriate central and on-line proving sections.
