1.1 These requirements apply to devices that: 1.1.1 Sustain a flame over the fuel surface in an open reservoir; 1.1.2 Sustain a flame that does not require external ventilation to remove the combustion emissions, and are therefore ventless; 1.1.3 Burn a liquid, gelled, or otherwise non-solid fuel in an open reservoir or from a disposable, non-refillable, fuel container; 1.1.4 Have a fuel capacity of 2.5 L (0.67 gal) or less; 1.1.5 Have a power output of 1.47 kW (5000 BTU/h) or less; 1.1.6 Are intended to be easily carried or moved by hand; and 1.1.7 Are intended for indoor use, outdoor use, or both. 1.2 These requirements do not apply to devices that: 1.2.1 Are candles; 1.2.2 Are intended to cook or warm food; 1.2.3 Burn solid fuels, as determined by the test method described in Test Methods D4359; or 1.2.4 Do not have an open reservoir such as a refillable oil lamp, outdoor garden, or table torch intended to burn combustible fuel using a wick to sustain the flame (see Appendix X1). 1.3 This specification prescribes minimum safety requirements for devices to help ensure a reasonable degree of safety for normal use, thereby improving personal safety and reducing fires, deaths, and injuries. 1.4 This specification is not intended to replace other safety practices such as adult supervision, close monitoring of product when in use, and fire detection, alarm, or suppression systems. 1.5 The values stated in SI units are to be considered standard. The values in parentheses are explanatory or approximate information. 1.6 This specification is used to measure and describe the response of materials, products, or assemblies to heat, flame, and forces under controlled conditions, but does not by itself incorporate all factors required for fire hazard or fire risk assessment of the materials, products, or assemblies under actual fire conditions. 1.7 This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety, health, and environmental practices and determine the applicability of regulatory limitations prior to use. 1.8 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.

1.1 These requirements apply to Factory-Built Unvented Decorative Appliances that are intended to be fixed/non-movable and that use ethyl alcohol (ethanol) and isopropyl alcohol (isopropanol) in liquid or gel form as the fuel. These appliances are intended to be decorative in nature and limited to a maximum output of 3 kW (10,000 BTU/hour). Appliances that use fuel oils, kerosene, gasoline, and other non-alcohols are not covered by these requirements. NOTE: In Canada, the ethyl alcohol and isopropyl alcohol fuels for use with these products are to meet the Health Canada Consumer Chemicals and Containers Regulations 2001. 1.2 These appliances consist of an overall enclosure, burning chamber, and provision for refueling. They are not intended for use in spaces in which flammable vapours or gases may be present. They are not intended to be used as cooking or heating appliances. These appliances are not intended to be used in conjunction with blower assemblies. 1.3 These products are not intended to be installed in a bathroom or a room where sleeping accommodation is provided. 1.4 The appliances as covered by these requirements are intended for installation in accordance with local regulations and in the absence of such regulations in accordance with the current editions of the National Building Code of Canada and the National Fire Code of Canada.

This European Standard applies for decorative fireplaces/appliances for domestic use, producing a flame using alcohol, hereafter referred to as fuel, in liquid or gelatinous fuel for decoration. NOTE 1 The requirements are strictly applied even when used in other areas. Outside the private household and outdoor area can apply more or different rules on the use of the appliances. This European Standard applies to free-standing, wall-mounted and built-in appliances with a maximum power output of 4,5 kW. This European Standard applies for appliances ready for use, whose burner is of one unit or are an integral component of the appliances but not for appliances with a fuel tank separate from the appliance. This European Standard does not apply for appliances specifically designed for heating food or keeping food warm (rechauds), as well as for appliances for use in boats, caravans, other vehicles or outdoor areas. This European Standard does not apply for appliances with a power output higher than 4,5 kW or with a defined heating function. NOTE 2 National regulation may restrict the power output to less than 4,5 kW.

This Publicly Available Specification (PAS) specifies a comprehensive set of test conditions for determining the heating and electrical performance of heat-led micro-cogeneration packages that are primarily intended for use in dwellings. The PAS is suitable for testing those micro-cogeneration packages with a thermal output up to 70 kW (252 MJ/hr); the full output test may also be suitable for packages up to 400 kW (1440 MJ/hr). For the category of micro-cogeneration package that provides space and water heating in which the domestic hot water (DHW) is provided wholly from within the package (CombiPK), the DHW test conditions described in this PAS are only applicable for packages with less than 15 litres of water storage. For CombiPK packages with hot water storage of 15 litres or more, the DHW test has not been yet been developed and this will be considered for the next revision of the PAS. However, CombiPK packages with hot water storage of 15 litres or more can be tested using all other PAS 67 tests (full output, partial output and standby tests). The PAS results can be input to the procedure to calculate annual energy performance, such as “Method to evaluate the annual energy performance of micro-cogeneration heating systems in dwellings” [2] which for these products, until the PAS is revised, treats the DHW load as additional space heating load. This enables the estimation of the annual energy performance and derivation of the single index of performance for product comparison. A reporting format for the test results is also specified. NOTE PAS 67 is not intended to deliver an evaluation of the annual energy performance of a product directly, but provides the data from which it may be calculated. It is intended to produce test results and other information that can be used in a separate method of calculation of annual energy performance of the micro-cogeneration package. An estimate of annual energy performance is necessary for the SAP (The UK Government’s Standard Assessment Procedure for Energy Rating of Dwellings) [3] and other energy rating schemes. The document “Method to evaluate the annual energy performance of micro-cogeneration heating systems in dwellings” [2] specifies such a method. An extension of the annual energy performance method is used to derive a single index of performance for product comparison, similar in principle to SEDBUK (Seasonal Efficiency of Domestic Boilers in the UK) [4] already used for boilers.
