This Leaflet is intended to ensure that Infrastructure Managers, Railway Undertakings and other organisations involved in quality analysis of international railway traffic are in possession of uniform data on the reliability of international passenger and freight trains, thus enabling them to analyse and steer punctuality on all the services. With this in view, the Leaflet establishes a common coding system for identifying the causes of delays and not provided services. Furthermore it specifies unified methods and concepts intended for recording, transmitting and analysing the necessary data.

1 - Offers/products that may be distributed These include: 1.1 - a Railway Undertaking's (RU) own offers/products; 1.2 - international offers/products created by groups of RUs of which the RU concerned is a member; 1.3 - the offers/products of other RUs or groups of RUs of which the RU concerned is not a member but which the RU has the contractual right to sell; 1.4 - additional offers/products combined with any of the railway products in points 1.1 to 1.3. The contractual framework within which these offers/products may be sold are described in points 2- page 3 and 3 - page 4. The technical framework within which these offers/products may be sold are described in UIC Leaflets 914, 918-0 and 918-1 (see Bibliography- page 16).

This leaflet is obligatory for participating TUs wishing to exchange fare data for use in computer procedures including for example: 一 national fare information systems, 一PRIFIS information system This leaflet is neither designed for price calculation,for revenue apportionment,for the production of tickets,nor is it intented for the compilation of statistics. It is the choice of the TU to decide which products and/or origin.destinations will be featured in this leaflet.There is no obligation to deliver exhaustive data. Computerised compilation is designed to meet the following objectives: 一 reduction in resources and costs involved in producing fare alterations, - computerized compilation of prices, - improvement of data quality, 。 quicker updating of fare data via automatic comparisons, - optimal application of sales procedures. When an actual sale occurs,the correct price is transmi~ed in acco~ance with UIC Leaflet 918-1.This price is used as basis for accounting principles according to UIC Leaflet 301(see Bibliography— page 31).

1- Background 1.1 - A country's DIUM contains the UIC codes and names of the stations open to international freight traffic and the distances between these stations and the border points of neighbouring countries used to calculate tariffs. The UIC codes for these stations must be entered on the CIM consignment note/ CUV wagon note in order to identify the stations of departure and of destination. A country's DIUM also contains the UIC codes and names of the handover/unloading points used by the railways and the codes of associated freight terminals. The UIC codes of these locations are to be entered on the CIM consignment note/CUV wagon note in order to identify the place of handover/ unloading. The distances between stations are used to calculate the transport tax for all international freight convoys, to the extent that the corresponding international commercial conditions are governed by the DIUM. Each handover/unloading point is attached to a freight terminal. The distances defined for a terminal serving a handover/unloading point are also used as the distances for the handover/unloading point itself. The DIUM also includes the list of ITU terminals (see List of abbreviations - page 21) and other appendices concerning technical and/or commercial information. Additional information concerning terminals and handover/unloading points is communicated in the form of specific references. 1.2 ~ The DIUM is an important document for international freight transport operations. The distances, terminals and handover/unloading points are presented using a uniform structure for easier editing and management. Tables of kilometric distances enable the price of international freight transport to be calculated. 1.3 - Each RU assumes responsibility for the accuracy of its own data. Where several RUs are authorised to operate international freight transport services in the same country, one of these RUs must take responsibility for publishing the DIUM data of the country concerned and sending it to UIC. If the RUs cannot come to an agreement, the UIC DIUM/ Management Group NHM shall act as a mediator. The responsible RU shall ensure that the necessary data, where provided by other RUs, corresponds to the determined formats and is delivered within the agreed deadlines (see List of abbreviations - page 21).

Every Infrastructure Managers (IM) (see List of abbreviations - page 26) bears a heavy responsibility for the reliability of the train movements on his network. Punctuality is one of the vital factors in the quality of train service. The purpose of this Leaflet is therefore to enable the IM and any other bodies involved in international traffic to acquire uniform data on the reliability of international passenger and freight train movements. The data is collected using uniform methods and definitions. On the basis of the data provided, it should be possible to identify weak points and then to take the organisational steps or apply the technical measures necessary, or else to arrange rescheduling. The Leaflet allows for the collection, preparation and transmission of data either manually or by computer. The standardisation of the data and the rules governing its electronic transmission and processing are covered by UIC Leaflet 407-1 (see Bibliography - page 27). The contents of the Leaflet are binding on all IMs involved in the execution of international quality analysis. Those areas which are merely recommended are expressly indicated as such in the text.

This leaflet contains the terms and conditions carried out between consecutive carriers for preparation of accounts (evidence) for consignments and the allocation and adjustment of paym, pertaining to transport operations carried out in accordance with Article 26 of the CIM (see List of abbreviations - page 42) accompanied by an international consignment note. It also applies for the settlement of accounts and/or allocation for empty cars, which are accompal by a CUV freight car note, if no other arrangements have been made in bilateral agreements. In deviation from this, Appendix I - page 37 of this leaflet sets down the invoicing conditions by executive carrier for consignments handled in accordance with Article 27 of the CIM (see List of abbreviations - page 42). The codes applicable to this leaflet are contained in Appendix G - page 26.

In a liberalised European rail transport market, ongoing efforts are made to accelerate international freight traffic by eliminating checks and formalities at border crossings. One precondition for achieving this aim is that the instructions for consigning and forwarding traffic in stations, ports and container terminals are scrupulously followed. This includes ensuring they can be identified, usually by means of a seal, in order that shipments can be correctly and traceably consigned from one responsible party to another on dispatch, during the journey and on arrival at their destination, without incurring significant delays. The application of seals is insufficient in many regards. However, properly ensuring that goods can be identified, i.e. by applying seals to covered freight wagons and intermodal transport units, is mandatory under CIM international freight law and an obligatory requirement imposed by customs authorities. The principle of the identifiability of goods (essentially by sealing the space in which they are contained) underpins any and all customs transit procedures. For rail transport, customs authorities are reliant on the measures taken by railways to ensure identifiability. In recent years, both the identification markings and the technical features of railway seals used in Europe have varied widely. Customs are therefore now requesting a uniform design for railway seals (standard seals or plumbs). In order firstly to counter this general trend, and in particular to avoid jeopardising the simplified transit procedure for rail, in 2000 the UIC Freight Forum mandated an ad hoc UIC/CER/CIT Group of Experts on "Customs issues and sealing" to draft proposals unifying and improving the way in which railways meet the obligations stemming from the simplified transit procedure for rail. The guidelines also include the "checklist" for attaching seals to freight wagons and intermodal transport units. This checklist was drafted to take account of the various types of seals and fittings.

The aims of the UIC shall be to: enable international railway cooperation at world level; reinforce rail transport's global competitiveness and development; represent and promote the interests of rail transport at world level; foster synergy between different world bodies for the development of rail transport. In pursuit of these aims, the UIC shall: promote technical cooperation and the exchange of information, knowledge and experience between its members; - assist members in addressing specific technical and operational issues; - draw up common positions and recommendations intended for its members; develop the overall coherence of the railway system at world level, with a continued emphasis at pan-European level, by consolidating its interoperability; - develop strategies and initiatives to improve business performance, and to increase rail transport investment and business opportunities; execute and manage projects/activities, including research, development and economic questions as far as necessary for the topic concerned; support processes for establishing standards and specifications including by providing its own input and services notably in Europe for European Union representative bodies; develop agreements and cooperation at world level with intergovernmental organisations, other trade organisations and other modes of transport; develop centres of excellence for leadership, innovation and other business needs; develop a comprehensive railway data bank, and identify industry trends. The UIC may entrust certain specialised tasks to subsidiary companies it has created. To meet specific needs such as capitalisation of intellectual property and concepts/ideas, the UIC may create new special purpose vehicles (SPVs) to promote development of rail transport.

There are three types of UIC fees: the core fee which covers the routine costs of UIC. regional fees which fund the routine costs of the regional assemblies and the development fee which finances the development of the UIC world dimension. The core fee and the regional fee shall be paid by all members. The development fee shall be paid by active members. Each fee is separate. The core fee and the development fee shall be revised annually by the General Assembly. The regional fee shall be revised annually by the respective regional assemblies. As a transitional measure while the non-European regional assemblies are being set up, non-European regional fees shall not be called in; funding of the regional assemblies shall be covered by the development budget. Each regional assembly shall decide on the time when its regional fee shall be decoupled from the development budget. For active members, the core, regional and development fees shall evolve depending on their activity. The same calculation method is used to determine the three fees for each active member. As a transitional measure, the fees of non-European active members shall be blanket amounts. Gradually, according to their involvement in the UIC, the calculation method will be applied to them. The fees of associate and affiliate members are blanket amounts.

The present leaflet sets out the coding and organisation of loading units in respect of road vehicules on wagons. This coding is designed to ensure the compatibility of loading units (LU) with the permissible profile for combined transport lines. The provisions in the present leaflet aim to facilitate LU identification in order thereby to speed-up international traffic movements. They are applicable to: - semi-trailers - swap bodies - roller units loaded on wagons or bogies in combined transport operations.
