The purpose of UIC Leaflet 361 is to secure revenue and counteract the risk of fraud arising in connection with international passenger traffic for all partners involved. The leaflet applies to all service centres, divisions and company sectors dealing with the organisation of distribution channels, the introduction of products, offers, distribution partners and contractual relationships, the purchase, printing and distribution of travel documents (see Glossary - page 14) and their storage, sale, inspection on trains, after-sales services, accounting, revenue accounting, internal inspections and, where appropriate, IT departments. Technical developments are to be taken into account in all these areas. The objective of the leaflet is to protect all participating RUs (see List of abbreviations - page 15) and passengers from illicit and illegal practices in connection with travel documents. These illegal practices include: - unauthorised production, counterfeiting, forgery, misuse of travel documents and revenue, unauthorised distribution, other fraudulent practices involving travel documents. The provisions laid down in the present leaflet are obligatory for international traffic and recommendatory for national traffic. If travel documents are used for international traffic as well as national traffic (including urban transport networks) and services provided by third parties, the leaflet is obligatory. The provisions of this leaflet apply to all RUs, Eurail Group GIE and all associated business partners, irrespective of their place of business, and all products sold by all distribution channels. These provisions relate to RUs in particular. They stand in addition to existing EU law and/or national legislation (commercial, taxation and criminal law). It is incumbent on RUs to take all the necessary measures in respect of their customers and member of staff to prevent fraud and respect the conditions governing the issue and use of travel documents. The leaflet sets out a number of obligatory measures and proposes solutions for existing problems wherever possible. The present version of the leaflet was produced by the UIC Audit Team OCDIV in conjunction with the CIT, COLPOFER and UIC WG RCF1 (see List of abbreviations - page 15).

UIC Leaflet918-1 describes the regulations and procedures to be observed when exchanging messages between a RU that issues travel tickets and reservation tickets and the electronic system of the RU which manages the necessary data for the issue of these tickets, in particular the inventories of seats available for reservation. It is supplemented by the following two leaflets: UIC Leaflet 918-0 which deals with the general arrangements for electronic seat reservation and the electronic preparation of travel documents; - UIC Leaflet 918-2 which describes the standard RCT2 that applies to all the travel documents prepared electronically (the only people allowed access to this Leaflet are the correspondents whose names are on the list held by the UIC Passenger Department) The arrangements contained in these Leaflets enable a RU to reserve seats from an inventory managed by another RU and to issue any travel document (in particular seat reservations and combined tickets) produced electronically from data transmitted by the electronic system of another RU. Note: the term "seat" in this leaflet is to identify the group of services e.g. berth, bicycle, seats, etc but can also be used to address a seat.

This leaflet defines the measures to be taken in stations and trains to make rail travel easier and bring about a maximum improvement in the standard of service offered to customers paying particular attention to mobility-impaired passengers. Mention should be made of the following documents in particular: - Directive 2001/16/EC of the European Parliament and the Council of 19 March 2001 on the interoperability of the trans-European conventional rail system Commission Decision of 30 May 2002 concerning the Technical Specification for Interoperability relating to the infrastructure sub-system of the trans-Furopean high speed rail system referred to in Article 6(1) of Council Directive 96/48/EC - The directives related to the second railway package, see EU Official Journal L 164, 30 April 2004. - The EU Regulation on Passenger Rights related to the third railway package and the PRM TSI adopted by the European Commission on 20.06.2006. NB: According to point 2.2 of the PRM TSI, "People with Reduced Mobility" (PRM) means all people who have difficulty when using trains or the associated Infrastructure. This includes the following categories: - Wheelchair users (persons who due to infirmity or disability use a wheelchair for mobility) - Other mobility impaired including: ~ people with limb impairment; ~ people with ambulant difficulties; ~ people with children; ~ people with heavy luggage; ~ elderly people; ~ pregnant women. Visually impaired Blind people Hearing impaired Deaf people Communication impaired (meaning persons who have difficulty in communicating or understanding the written, or spoken language, and including foreign people with lack of knowledge of the local language, people with communication difficulties, people with sensory, psychological and intellectual impairments) - People of small stature (including children). Impairments may be long-term or temporary, and may be visible or hidden.
