本部分适用于任何能够发射电磁场(EMF)、使用时按制造商描述的方式靠近人体且其发射部分距离人体不大于200mm的无线通信设备，无论是手持式或者置于脸部前方式，还是身体佩戴式、集成其他发射或不发射设备或者附件(如带夹、相机或者蓝牙)，或者植入服装内等方式。使用时发射部分靠近耳边使用的设备可按YD/T 1644.1 (IEC 62209-1:2005)的要求测试。本部分适用于工作频率范围在30MHz～6GHz的射频照射，也可用于测量靠近人体的多个无线电发射源的同时照射。本部分给出了下列设备类型的定义和评估流程：身体佩戴式、身体支撑式、桌面式、置于脸前式、手持式、置于膝上式、肢体佩戴式、多频段、对讲机式、服装集成式。设备类型包括但不局限于移动电话、无绳电话、辅助广播设备和个人电脑内的无线电发射器。本部分给出一种评估无线设备与SAR限值符合性的可重复和保守的测量方法。因为现有研究表明不包含表征人手部分的人体模型可以给出一个在人体躯干和头部内SAR评估的保守情形，如果设备预期是靠近头部或者躯干使用或使用躯干支撑，在评估时人体模型并不包含表征人手的部分[73]，[80]。本部分不适用于发射或者不发射的医学植入设备的照射评估。本部分不适用于距离人体超过200mm的设备的照射评估。本部分引用了YD/T 1644.1 (IEC 62209-1:2005)中适用的某些完整的章节，并给出不同部分的说明。
