一、为提高锅炉设备化学清洗质量，保证锅炉的安全经济运行，规范清洗市场行为和锅炉化学清洗单位的能力评定工作，特制定本标准。二、中国锅炉水处理协会（以下简称水协）为锅炉化学清洗单位能力评定机构，对申请能力评定的锅炉化学清洗单位（以下简称申请单位）进行能力评定工作。三、能力评定分为首次评定和换证评定。申请首次评定的单位，在能力评定之前，应当在具有相应能力的清洗单位指导下和检验机构的全过程监督下进行与申请级别相应的锅炉清洗工作。四、能力评定工作应当遵循客观、公正、保密的原则。
