This part of ISO 15031 gives guidelines for the protection of road vehicle modules from unauthorized intrusion through a vehicle diagnostic data link. These security measures offer vehicle manufacturers the flexibility to tailor their security to their own specific needs and do not exclude other, additional measures. This part of ISO 15031 applies to vehicle modules whose solid-state memory contents are able to be altered from outside the electronic module through a diagnostic data communication link. Such alteration could potentially damage a vehicle’s electronics or other components, placing at risk its compliance with government legislation or the vehicle manufacturer’s interests in respect of security.

It also defines the corresponding SAE recommended practices and reference to the SAE Digital Annexes. The terminology defined in this part of ISO 15031 is common for all parts of ISO 15031. This part of ISO 15031 specifies a minimum set of requirements for a diagnostic connector used in communication between vehicle and external equipment for emissions-related diagnostics. Its aim is to promote the use of a common diagnostic connector throughout the motor vehicle industry. The diagnostic connection consists of two mating connectors, the vehicle connector and the external test equipment connector. Applicable to all types of road vehicles, the connector specified has no positive locking feature and is intended for short-term diagnostic connection only. This part of ISO 15031 specifies functional requirements for a) the vehicle connector, separated into the four principal areas of 1) connector location/access, 2) connector design, 3) connector contact allocation, and 4) electrical requirements for connector and related electrical circuits, and b) the external test equipment connector, separated into the three principal areas of 1) connector design, 2) connector contact allocation, and 3) electrical requirements for connector and related electrical circuits. The dimensional requirements of the vehicle connector are given as a minimum specification, to allow design freedom.

This Publicly Available Specification specifies the metrological and technical requirements and tests for digital measuring instruments that serve to determine the volume fractions of certain components of the exhaust gases emanating from motor vehicles. The conditions with which such instruments shall comply in order to meet any OIML performance requirements are also established. This Publicly Available Specification is applicable to instruments, particularly those used according to the procedure defined in ISO 3929, intended for the inspection and maintenance of in-use motor vehicles with spark ignition engines. These instruments are used to determine the volume fraction of one or more of the following exhaust gas components: — carbon monoxide (CO), — carbon dioxide (CO2), — hydrocarbons (HC, in terms of n-hexane), and — oxygen (O2) at the moisture level of the sample as analysed. In addition to the measurement of these components, this Publicly Available Specification specifies the lambda calculation for the instruments provided with a facility to determine the value of air/fuel ratio in the exhaust gases. This Publicly Available Specification applies to instruments whose principle of detection is based on infrared absorption in gases for CO, CO2 and HC. Oxygen is generally measured with a fuel cell. This Publicly Available Specification does not exclude any other types of instruments that, although based on other principles of detection, meet the specified metrological and technical requirements and satisfy the associated tests. This Publicly Available Specification defines three accuracy classes of the instruments: Class 00, Class 0 and Class I. This Publicly Available Specification does not apply to equipment for on-board diagnostics incorporated in motor vehicles.

This part of ISO 15031 is intended to satisfy the data reporting requirements of On-Board Diagnostic (OBD) regulations in the United States and Europe, and any other region that may adopt similar requirements in the future. This part of ISO 15031 specifies: a) message formats for request and response messages, b) timing requirements between request messages from external test equipment and response messages from vehicles, and between those messages and subsequent request messages, c) behaviour of both the vehicle and external test equipment if data is not available, d) a set of diagnostic services, with corresponding content of request and response messages, to satisfy OBD regulations. This part of ISO 15031 includes capabilities required to satisfy OBD requirements for multiple regions, model years, engine types, and vehicle types. Those regulations are not yet final for some regions, and are expected to change in the future. This part of ISO 15031 makes no attempt to interpret the regulations and does not include applicability of the included diagnostic services and data parameters for various vehicle applications. The user of this part of ISO 15031 is responsible for verifying the applicability of each clause of this part of ISO 15031 for a specific vehicle, engine, model year and region. This part of ISO 15031 specifies diagnostic services and functionally addressed request/response messages required to be supported by motor vehicles and external test equipment for diagnostic purposes which pertain to motor vehicle emission-related data. Any external test equipment meeting the requirements of ISO 15031-4 use these messages to retrieve emissions-related information from the vehicle. Each clause in this part of ISO 15031 which specifies additional details to existing sections of ISO 9141-2, ISO 14230-4, SAE J1850, and ISO 15765-4 supersede those specifications. This part of ISO 15031 references SAE J1979-DA (Digital Annex), which includes all definitions of PIDs, OBDMIDs, TIDs and INFOTYPEs. This part of ISO 15031 provides the mechanism to satisfy the requirements included in the country-specific regulations and not all capabilities included in this part of ISO 15031 are required by the country-specific regulations. This part of ISO 15031 is not considered a final authority for interpretation of the regulations. Therefore readers should determine the applicability of capabilities defined in this part of ISO 15031 for their own specific needs.

5.1 The test method supports previously proposed occupational exposure standards (7, 8) for DPM. A DPM exposure limit has since been promulgated for metal.nonmetal mines, but there currently are no limits for general occupational settings (a proposed limit (7) was withdrawn from the ACGIH Notice of Intended Changes (NIC) list in 2003). In the United States alone, over a million workers are occupationally exposed (9). An exposure standard for mines is especially important because miners' exposures are often quite high. NIOSH (9), the International Agency for Research on Cancer (10) (IARC), the World Health Organization (11) (WHO), the California Environmental Protection Agency (12), the U.S. Environmental Protection Agency (13) (EPA), and the National Toxicology Program (14) reviewed the animal and human evidence on DPM and all classified diesel exhaust as a probable human carcinogen or similar designation. In 2012, the WHO reclassified diesel exhaust as carcinogenic to humans (Group 1) (15). In addition, in a study of miners, the National Cancer Institute (NCI) and NIOSH reported increased risk of death from lung cancer in exposed workers (16 and 17). 5.2 The test method provides a measure of occupational exposure to DPM. Given the economic and public health impact of epidemiological studies, accurate risk assessment is critical. The NIOSH/NCI study of miners exposed to diesel exhaust provides quantitative estimates of lung cancer risk (16 and 17). The test method was used for exposure monitoring. Since publication (in 1996) as NMAM 5040, the method has been routinely used for occupational monitoring (5). 5.3 Studies indicate a positive association between airborne levels of fine particles and respiratory illness and mortality (18-26). The test method and others have been used for EPA air monitoring networks and air pollution studies. Because different methods produce different results, method standardization is essential for regulatory compliance determinations and valid comparisons of interlaboratory data. 5.4 The test method is being applied for emission-control testing. 1.1 This test method covers determination of organic and elemental carbon (OC and EC) in the particulate fraction of diesel engine exhaust, hereafter referred to as diesel particulate matter (DPM ). Samples of workplace atmospheres are collected on quartz-fiber filters. The method also is suitable for other types of carbonaceous aerosols and has been widely applied to environmental monitoring. It is not appropriate for sampling volatile or semi-volatile components. These components require sorbents for efficient collection.

This International Standard specifies the characteristics required for apparatus to measure the soot content from the exhaust gas of reciprocating internal combustion compression-ignition (diesel) engines operating under steady-state conditions according to the method of blackening a filter. These measuring apparatus are called "Filter-Type Smokemeters". This International Standard does not deal with apparatus for measurement under transient conditions; if filter-type smokemeters are used under transient conditions, the results of different types of instruments cannot be compared unless sampling conditions are identical. This International Standard does not apply to engines for aircraft.
