IEC 63103:2020(E) specifies methods of measurement of electrical power consumption in non-active mode(s), as applicable for electrical lighting equipment. This includes electrical lighting equipment incorporating non-illumination components. This document specifies neither performance requirements nor limits on power consumption. This document applies to lighting equipment connected to a supply voltage up to 1 500 V DC or up to 1 000 V AC. This document is intended to be referenced by lighting equipment product standards for the measurement of non-active mode power consumption. Details for the non-active mode power consumption measurement and data presentation are specified in the product standards.

This document is related to the insulation coordination in TC 34 standards and provides explanations on mathematical addition of working voltages@ insulation between circuits@ use of protective extra low voltage (PELV) and insulation between LV supply and control line conductors in order to cover new technologies associated with the use of LED light sources and controllable products. It describes in which way the addition of supply voltages and working voltages can be arranged for an assessment of the electrical insulation requirements (e.g. creepage distances and clearances) in a system if a first failure occurs. Furthermore the actual failure scenarios given in IEC 60598-1:2014 and IEC 60598- 1:2014/AMD1:2017@ Annex X and IEC 61347-1:2015@ Clause 15 are explained in greater detail and the rationale behind the protective requirement for each situation is given (e.g. possible LV primary to ELV secondary does not lead to an overburden of the insulation in the second circuit). This document also describes the possibility to increase immunity and reliability of electronic circuits@ used in combination with LEDs@ with the use of PELV and the associated safety consequences for this system. The insulation between LV supply and control line conductors is also important and this document explains why this is an essential safety consideration for a complete installation system.

This document describes an objective stroboscopic effect visibility (SVM) meter@ which can be applied for performance testing of lighting equipment under different operational conditions. The stroboscopic effects considered in this document are limited to the objective assessment by a human observer of visible stroboscopic effects of temporal light modulation of lighting equipment in general indoor applications@ with typical indoor light levels (> 100 lx) and with moderate movements of an observer or nearby handled object (< 4 m/s). Details on restriction of the applicability of the stroboscopic effect visibility measure is given in Clause A.1. For assessing unwanted stroboscopic effects in other applications@ such as the misperception of rapidly rotating or moving machinery in an industrial environment for example@ other metrics and methods can be required. The object of this document is to establish a common and objective reference for evaluating the performance of lighting equipment in terms of stroboscopic effect. Temporal changes in the colour of the light (chromatic effects) are not considered in this test. This document describes the methodology for SVM and does not define any limits. The objective method and procedure described in this document are based on CIE TN 006:2016 on temporal light artefacts (TLAs). The method described in this document can be applied to objectively assess the stroboscopic effect of lighting equipment that is powered from any type of source@ AC mains@ DC mains@ battery fed or fed through an external dimmer.
