This International Standard specifies an XML protocol for the services defined in ISO/IEC 18051. It provides an alternative protocol to the ASN.1 based protocol specified in ISO/IEC 18052. This CCITT Recommendation | International Standard is applicable to the environments where Recommendation X.21 or X.21 bis is used and where the X.25 packet layer protocol (PLP), as standardized in ISO/IEC 8208, is operated during the X.21/X.21 bis data phase to provide the OSI Connection-mode Network Service (CONS). These environments include a CSDN and an ISDN Terminal Adaptor complying with Recommendation X.30 which provides an X.21 access. The X.25 PLP operates either in the DTE/DTE or DTE/DCE mode. This provision is achieved by specifying the mapping of the CONS primitives and parameters to and from the elements of the protocols used (i.e. X.25 PLP and X.21).

This International Standard specifies the Services and Event Reports for Computer-Supported Telecommunications Applications, Phase III (CSTA). This International Standard is focused on providing application service interfaces to a Switching Function, Computing Function and a Special Resource Function. A CSTA application interface is disassociated from the various user-network interfaces and network-network interfaces CSTA applications may serve, observe or manipulate. Because CSTA operates with existing telecommunications interfaces indirectly, it operates generically, so that differences among various existing interfaces are hidden from CSTA applications. Support of user-to-network interfaces is outside the scope of CSTA. Although most terminal equipment (TE) are suitable for use with CSTA there will be instances of TE that will not be suitable in certain circumstances. Examples are: • FAX terminals and modems that are unable to adjust their transmission modes to prevent carrier conflict when both parties are alerted via CSTA during call establishment; • Functional terminals that perform telecommunication functions outside the control of the Switching Function. Services defined in this International Standard allow functional integration between a computing network and a telecommunications network. Computing platforms (i.e., Application Programming Interfaces - APIs) that support such functionally-integrated applications are outside the scope of this International Standard. Communication between the computing and switching (i.e., telecommunications) networks may take place via intervening networks ranging from simple point-to-point connections to local- or wide-area telecommunications networks. This International Standard is part of a suite of CSTA Standards and Technical Reports that provide a comprehensive description of the architectural and practical issues involved in applying, implementing, and utilizing CSTA-based CTI applications.

This Recommendation | International Standard specifies the method of providing the OSI Connection-mode Network Service (CONS) by packet mode terminal equipment connected to an Integrated Services Digital Network (ISDN) in accordance with the procedures described in Recommendation X.31. This is done by specifying the mapping of the CONS primitives and parameters to and from the elements of the protocols used by two types of packet mode terminal equipment: a) an X.25 DTE (TE2) connected to an R reference point and accessing an ISDN; and b) a packet mode ISDN terminal (TE1) operating ISO/TEC 8208 packet layer protocol (PLP) and connected to an ISDN at either the S or Τ reference point. This Recommendation | International Standard is applicable: a) when operating according to Recommendation X.31, either a TE1 or a TE2 is connected to a packet handler in an ISDN or an access unit to a packet-switched data network via an ISDN; b) when using an ISDN circuit-switched channel, either TE1s and/or TE2/TAs are connected directly to each other (i.e. the terminals operate in DTE/DTE mode). This Recommendation | International Standard does not address TE2s using TAs (at the R reference point) when using an ISDN circuit-switched channel with the terminals operating in DTE/DTE mode (see Recommendation X.613 | ISO/IEC 10588). NOTES 1 The definitions of TE1, TE2 and TA equipment, and R, S, and Τ reference points are given in Recommendation I.411. 2 This Recommendation | International Standard applies to a TE1 or TE2/TA (i.e. an OSI End System) regardless of whether it is a physically separate system or embedded in other equipment such as a PBX. This Recommendation | International Standard addresses the provision of the CONS using Virtual Calls as described in Recommendation X.25. It does not address the use of X.25 Permanent Virtual Circuits. The extension of this Recommendation | International Standard to include the use of X.25 PVCs is for further study. NOTE — This Recommendation | International Standard uses numbers to identify layers, rather than their names. This is done to align the terminology of this document with the terminology of the related ISDN Recommendations, and does not imply any change in the functionality of the layers from that defined in the reference model of open systems interconnection.

This International Standard provides an architectural model of the OSI Network Layer as a framework for OSI Network Layer standardization, allowing incorporation of existing networks within the OSI architecture. This framework encourages the design of real subnetworks that fully support the OSI Network Service whilst accommodating the participation, in the OSI environment, of other subnetworks that do not fully support the OSI Network Service. This International Standard is intended for use both in the design and application of Network Layer protocols, operating between network-entities either in end systems providing the OSI Network Service, or in intermediate systems providing the routeing and relay functions. It shall be used to a) provide a common set of concepts and terminology for use in Network Layer standards (such standards shall reference this International Standard); b) analyse Network Layer functionality and classify Network Layer protocols; c) specify how "real networks" should be used in supporting or providing the OSI Network Service, in particular, in circumstances where multiple "real networks" are to be interconnected and used. The organization defined herein does not address Network Layer management; in particular it is not concerned with the relationships among Network Layer entities which may be required for Network Layer management purposes. In addition, this International Standard does not specify the operational requirements for relay functions in intermediate systems, nor address how specific combinations of permitted functions might be practically and efficiently utilized.

This Recommendation | Technical Report provides: a) the description of a means to permit a protocol to be identified; b) a record of the structure and allowable ranges of protocol identifier(s) which can be assigned by ITU-T, ISO/IEC and other authorities; c) a record of the values of protocol identifiers used by OSI Network layer protocols and non-OSI protocols occupying a similar position: in particular, protocols with protocol control information commencing in octet 1 of the protocol data unit (header-oriented protocols), and protocols with protocol control information commencing in the final octet of the protocol data unit (trailer-oriented protocols), are covered; and d) a record of the values that are in use as protocol control information in non-Network layer protocols where they impact on Network layer protocol identification. The application of this Recommendation | Technical Report is: a) in the identification of internationally standardized Network layer protocols operating directly above the Data Link service; b) in the identification of protocols used in conjunction with internationally standardized Network layer protocols that operate directly above the Data Link service; and c) to distinguish between Internationally standardized Network layer protocols, and other internationally standardized protocols used in conjunction with internationally standardized Network layer protocols. This Recommendation | Technical Report is for use by ITU-T Study Groups, ISO/IEC Technical Committees and other authorities in applying the principles contained in clause 4, and in selecting an unused value or values from the range of values permitted in clauses 5 or 6, as appropriate. When a new value is selected, that value and its usage should be brought to the attention of ITU-T Study Group 7 or ISO/IEC JTC 1 SC6 so that this Recommendation | Technical Report can be amended.
