1.1 This practice describes several methods for closing, sealing, and reinforcing fiberboard (solid and corrugated, excluding triple wall) shipping boxes used for shipment. One or several methods listed in this practice may be referenced in regulations, specifications, or contracts. (See Appendix for cross reference). 1.2 The values stated in either SI units or inch-pound units are to be regarded separately as standard. The values stated in each system may not be exact equivalents; therefore, each system shall be used independently of the other. Combining values from the two systems may result in non-conformance with the standard. NOTE 1—This practice is intended to be workable in both inch-pound units and SI units. Unit conversions are intended to be functional but are not necessarily exact; this should not significantly affect the performance of the closing, sealing, or reinforcing methods. Descriptions in inch-pound and SI units are considered interchangeable in this practice. NOTE 2—All references to this standard should be made by closure number. 1.3 This standard does not purport to address all of the safety concerns, if any, associated with its use. （一）适用范围 本标准规定了托盘池循环共用体系的原则、目标和内容。 本标准适用于托盘池循环共用体系的信息化管理。 （二）规范性引用文件 （三）术语和定义 为了便于使用，本标准重复列出了GB/T 2934-2007、GB∕T 34397-2017、GB/T 31148-2014、DB 12/T 721.2-2016、DB 37/T 3550-2019和T/WD 103-2017中的相关术语和定义。 （四）共用系统框架和准入资质 围绕开放式木质平托盘循环共用系统中的主要参与者，规定开放式木质平托盘循环共用系统的基本框架，以及框架中各方（托盘生产企业、运营企业、使用企业和运营管理平台）的准入资质个性、共性要求。 （五）共用系统运营模式 参考江西省目前托盘共用业务的运营现状，本标准设定三种常用模式，包括租赁模式、交换模式和转售模式。 （六）相关企业运营服务规范 在约定了开放式木质平托盘循环共用系统的框架组成、准入条件以及基本运营模式之后，对系统中企业的具体运营过程进行规范。其中包括对生产企业、运营企业、使用企业和运营管理平台的规范，以运营企业和运营管理平台的规范为重点内容。 （七）交易保障 开放式木质平托盘循环共用系统中，不仅仅要对各类企业自身的运营过程和服务内容进行规范，还要对企业间交易的规则、责任划定进行一定的规定，才能保证盘循环共用系统的有序运行。因此，本部分对起租、承租、退租、用户间转移与交换等企业间的交易活动阐明要求，并制定了相应的定责与赔偿规范。
