SB/T 10398的本部分规定了旧货、旧货行业的术语和定义、旧货分类、旧货品质分类、旧货品质鉴定的方法、旧货品质鉴定要求和旧货品质保证的要求。 本部分适用于旧货行业的旧生活资料的旧生产资料的品质鉴定。 本部分不适用于旧货行业的特种旧货，包括旧机动车(船)以及古玩、字画、工艺品等具有收藏价值的旧货的品质鉴定。
