This part of CISPR 16 specifies the characteristics and performance of equipment for the measurement of radiated disturbances in the frequency range 9 kHz to 18 GHz. Specifications for antennas and test sites are included. NOTE In accordance with IEC Guide 107, CISPR 16-1-4 is a basic EMC publication for use by product committees of the IEC. As stated in Guide 107, product committees are responsible for determining the applicability of the EMC standard. CISPR and its sub-committees are prepared to co-operate with product committees in the evaluation of the value of particular EMC tests for specific products. The requirements of this publication apply at all frequencies and for all levels of radiated disturbances within the CISPR indicating range of the measuring equipment. Methods of measurement are covered in Part 2-3, and further information on radio disturbance is given in Part 3 of CISPR 16. Uncertainties, statistics and limit modelling are covered in Part 4 of CISPR 16.

All stated specifications in CISPR 16-2-1 are met by an instrument independent of the selected implementation or technology in order to be considered suitable for measurements in accordance with CISPR standards. The addition of FFT-based measuring instrumentation requires further specifications as addressed in this amendment. A new Annex F is added as a result of provisions recently introduced into CISPR 16-1-1 on the use of spectrum analyzers for compliance measurements.

The conducted immunity (CI) and radiated immunity (RI) test methods in this recommended practice do not universally apply to every product. Applicable test methods should be selected. A qualified EMC engineer should document test planning and the rationale for using particular immunity tests. This document is intended to a) Identify preferred or optional immunity test methods. b) Describe specific measurement techniques. c) Suggest product performance degradation criteria as applicable to general and specific products. d) Identify test instrumentation specifications. Wherever possible, existing voluntary standards are utilized and summarized. It should be noted that the techniques listed herein should in no way limit the user to a particular method to increase product immunity. The immunity levels in this document are recommended. Should product classifications and type have other immunity levels that apply, they shall take precedence. Equipment developed for military applications should use MIL-STD-461E1 or later editions for test procedures and limits.

This part of CISPR 16 deals with in situ electromagnetic disturbance measurements in any environment from physically large equipment and systems excluding networks. It covers both radiated and conducted emission phenomena, and does not deal with immunity tests. This technical report is intended to be applied primarily to such physically large equipment which are not under the scope of any existing emission standards (as for example CISPR 11 and CISPR 22). It serves only as a guideline on how to deal with emissions of that equipment at the particular location of installation. It does not establish any emission requirements. NOTE 1 Although this technical report is intended to be applied to equipment which is not under the scope of any existing emission standards, it may be used also in such cases in order to serve as additional information for carrying out in situ measurements for any type of large equipment. NOTE 2 Examples of large equipment are: production machines, conveyors, large displays, aircraft simulators, traffic control equipment, etc. Due to the severe impact of the conditions existing at a particular location of operation and the use of the respective large equipment, however, it is not intended to use the measurements in the frame of type testing. NOTE 3 In general, type testing on large equipment is only possible at standardized test sites in a controlled environment. The assessment results obtained under in situ conditions are only valid for the respective individual large equipment actually measured at its particular place of installation. These results cannot be transposed to other equipment of the same type, but installed at other locations. Reference in-situ measurement distances will be given. This allows comparison of the measurement results with limits from existing relevant standards. The frequency range under consideration is from 9 kHz to 18 GHz. Dealing with biological effects on living matter is excluded from this document.

This Standard includes requirements for field test instruments that are used to test balanced twisted-pair cabling as specified in the ANSI/TIA-568-C series of structured cabling standards. This Standard specifies the reporting and accuracy performance requirements of field testers for balanced twisted-pair cabling measurements. Level IIe, III, and IIIe field tester requirements are specified in this Standard. This Standard contains methods to compare the field instrument measurements against laboratory equipment measurement specified in ANSI/TIA-568-C.2. Measurement accuracy based upon the assumptions for key performance parameters is addressed.

The intent of this report is to document and provide critical information to assess and make decisions on safe ESD level requirements. The scope of this document is to provide this information to quality organizations in both semiconductor companies and their IC customers. Special Notes on the System Level ESD: 1. This work and the recommendations therein are intended for Component Level safe ESD requirements and will have little or no effect on system level ESD results. 2. Systems and System boards should continue to be designed to meet appropriate ESD threats regardless of the components in the systems that are meeting the new recommendations from this work, and that all proper system reliability must be assessed through the IEC test method. Special Notes on the Machine Model: 1. The Machine Model (MM) method as specified by some customers and suppliers is not a preferred methodology by JEDEC for use in place of or in addition to HBM and CDM test protocols. 2. In contrast to HBM testers, MM testers are known to have wide variations in output results and thus can give relatively less accurate information from user to user.
