This Recommendation will facilitate the way in which administrations set up radio mobile monitoring systems on their national territories.

This Report compares the strengths and weaknesses of time-difference-of-arrival (TDOA) versus angle-of-arrival (AOA) methods of signal geolocation. While this Report focuses on TDOA, it should be noted that other geolocation techniques exist 1. The AOA method determines the angle of arrival of a wave at a measurement point. AOA methods have been commonly used in many direction-finding applications, and have some advantages but also some disadvantages related to antenna requirements, for example. TDOA methods, on the other hand, compute the time difference of arrival of a wave at multiple measurement points, and calculate the source point based on timing and wave comparisons. TDOA methods have not been widely used in spectrum monitoring, but have become increasingly useful due to the availability of inexpensive and compact computing power, more advanced radio receiver technology, ready availability of data links, and accurate distributed timing signal availability. The paper will provide a short overview of TDOA technology and some comparison of the strengths and weaknesses of the TDOA method compared to more traditional AOA methods.

WRC-12 Agenda item 1.11 proposes for consideration a companion band to the existing SRS space-to-Earth allocation in the band 25.5-27.0 GHz. This would enable the support of high data rate Earth-to-space links for SRS missions in near-Earth orbits, including missions in transit to the Moon, near the Moon and missions to Lagrangian points L1 and L2. Existing allocations near 2 and 8 GHz are becoming congested due to the increasing usage requirements of co-primary services and will not provide sufficient bandwidth for remote system management and updates, tele-operation, network management, mission data, high resolution imagery/video and maps, interactive management instructions, and command and control links for these future generation missions. Detailed description of spectrum usages, symbol rates and bandwidths is contained in Annex 1 for both unmanned and manned missions.

This Report discusses the role of spectrum monitoring in support of inspections, supported with examples. Where the link of spectrum monitoring with inspections is very strong or direct we can speak of monitoring in support of inspections. To avoid misunderstanding it needs to be clarified that this support and “on site inspections” are not interchangeable but could be complementary in the total inspection process. The Report also contains national examples of prototypes and operational monitoring mechanisms in the form of annexes. The task of conducting spectrum monitoring in support of inspections is not new but superior results are obtained due to improvements in automatic control of monitoring equipment.
