The object of this part of IEC 1079 is to define the conditions and methods of measure-ment to be applied to MAC/packet decoder units. The specifications of the limit values of the various parameters of the decoder are outside the scope of this part. This unit can either be connected to the output of a DBS tuner unit or be a part of it. The methods of measurement concerning the DBS tuner part are described in part 2 of IEC 1079. The input signal is a baseband video signal encoded according to one of the following MAC standards: - D-MAC/packet; - D2 MAC/packet. The output signals are: - red, green, blue colour signals (R.G.B); - one or more audio signal(s); - the composite synchronization signal. NOTE - The methods of measurement can also be used for MAC/packet receivers with built-in MAC decoder units if R.G.B output signals are available.

This part of IEC 1079 applies to the tuner unit of a receiver for the direct reception of satellite broadcast transmissions in the 12 GHz band. The channels are those defined by WARC BS-77 and RARC SAT-83 [1] and the systems are those of CCIR Recommendation 650 [1]. The object of this part of IEC 1079 is to define the conditions and methods of measure-ment to be applied. This part does not specify performance requirements. The tuner unit comprises the channel selector and FM demodulator. The input to this unit is a group of intermediate frequency signals, usually in the range 1 GHz to 2 GHz, which is provided from an associated outdoor unit. The outdoor unit includes at least a micro-wave antenna and the frequency converter to the first intermediate frequency. Methods of measurement on outdoor units are described in Part 1 of International Standard IEC 1079. A decoder for baseband and data signals may be included in the tuner unit. Methods of measurement of the decoder, however, are described in Parts 4 and 5 of International Standard IEC 1079 (under consideration). note:* The figures in square brackets refer to the Bibliography (annex A).

This International Standard applies to the outdoor unit of a receiver for the direct reception of satellite broadcast transmissions in the 12 GHz band. The channels are those defined by WARC BS-77 and RARC SAT-83 and the systems are those defined in CCIR Recommendation 650. The object of this standard is to define the conditions and methods of measurement to be applied. The standard does not specify performance requirements. An outdoor unit normally comprises three main parts, the antenna, the depolarizer and optional orthomode transducer (OMT), and the SHF converter as defined in clause 1.3. The methods of measuring the electrical properties described in this part of the standard apply particularly to the outdoor unit or the SHF converter. Methods of measurement on the associated DBS tuner unit are described in Part 2 of this standard.

The ITU Radiocommunication Assembly considering a) that some administrations use low levels of artificial energy dispersal on TV carriers which eases the coordination for some satellite networks; b) that the use of artificial energy dispersal may in some cases result in intra-network interference which adversely affects the attainment of the desired operating quality; c) that, where the operating frequencies of transmissions are known, their coordination may be facilitated when they are not subject to artificial energy dispersal; d) that the temporary increase of transmitted up-link power is an effective means of combatting fading due to rain (up-link power control); e) that when up-link power in the direction of a wanted satellite is temporarily increased another satellite may be subject to an interference increase due to differential rain attenuation on the two transmission paths, the attenuation differential expected to increase with inter-satellite spacing; f) that the greater the angular spacing between a wanted and an interfered-with satellite the smaller will be the fraction of the total interference in the interfered-with satellite that is subject to the increase and the more tolerable will be the interference increase; g) that such an interference increase will persist only for a small percentage of the time; h) that these considerations may offer relief for earth station operators under certain circumstances at frequencies above 15 GHz; j) that Recommendation ITU-R S.524 only specifies the earth station emission levels while it is the received power levels at the interfered-with satellite that is of concern; k) that while television carriers utilize energy dispersal to reduce the e.i.r.p. density levels, it also leads to a wider band of high density spectrum to be avoided by narrow-band carriers.
