1.1 This consumer safety specification establishes performance requirements, test methods and marking requirements to promote safe use of sling carriers. 1.2 This consumer safety specification is intended to minimize the risk of injury to an occupant from the normal use and reasonably foreseeable misuse of products. 1.3 For purposes of definition, a sling carrier is a product of fabric or sewn fabric construction, which is designed to contain a child in an upright or reclined position while being supported by the caregiver’s torso. In general, the child will be between full term birth and 35 lb (15.9 kg).Note 1—Slings consist of a variety of unstructured designs ranging from a hammock-shaped product suspended on the caregiver’s upper torso to a long length of material wrapped around the caregiver’s body. 1.4 The sling carrier is normally “worn” by the caregiver, and thus the child is supported from one or both shoulders of the caregiver. These products are worn on the front, hip or back of the caregiver, with the child either facing towards or away from the caregiver or reclined on the front only of the caregiver. 1.5 No sling carrier produced after the approval date of this consumer safety specification shall, either by label or other means, indicate compliance with the specification unless it complies with all of the requirements contained herein. 1.6 This consumer safety specification is not intended to address incidents and injuries resulting from the interaction of other persons or objects with the caregiver and child while the sling carrier is in use. 1.7 The values stated in inch-pound units are to be regarded as standard. 5.1 This test method is intended for the determination of the arc rating of a material, or a combination of materials. 5.1.1 Because of the variability of the arc exposure, different heat transmission values may be observed at individual sensors. Evaluate the results of each sensor in accordance with Section 12. 5.2 This test method maintains the specimen in a static, vertical position and does not involve movement except that resulting from the exposure. 5.3 This test method specifies a standard set of exposure conditions. Different exposure conditions may produce different results. In addition to the standard set of exposure conditions, other conditions representative of the expected hazard may be used and shall be documented in the reporting of the testing results. 1.1 This test method is used to measure the arc rating of materials intended for use as flame resistant clothing for workers exposed to electric arcs that would generate heat flux rates from 84 to 25 120 kW/m28201;[2 to 600 cal/cm2s]. 1.2 This test method will measure the arc rating of materials which meet the following requirements: less than 150 mm [6 in.] char length and less than 2 s afterflame when tested in accordance with Test Method D6413. 1.2.1 It is not the intent of this test method to evaluate non flame-resistant materials except where used as under layers in multiple-layer specimens. 1.3 The materials used in this test method are in the form of flat specimens. 1.4 This test method shall be used to measure and describe the properties of materials, products, or assemblies in response to convective and radiant energy generated by an electric arc under controlled laboratory conditions. 1.5 The values stated in SI units shall be regarded as standard except as noted. 5.1 Test Method D2051 is useful for testing to determine the effect of repeated laundering on the appearance of the decorative coating of a zipper. 5.2 This test method is considered satisfactory for acceptance testing of commercial shipments because the method has been used extensively in the trade for acceptance testing. 5.2.1  If there are differences of practical significance between reported test results for two laboratories (or more), comparative test should be performed to determine if there is a statistical bias between them, using competent statistical assistance. As a minimum, the test samples should be used that are as homogeneous as possible, that are drawn from the material from which the disparate test results were obtained, and that are randomly assigned in equal numbers to each laboratory for testing. Other materials with established test values may be used for this purpose. The test results from the two laboratories should be compared using a statistical test for unpaired data, at a probability level chosen prior to the testing series. If a bias is found, either its cause must be found and corrected, or future test results must be adjusted in consideration of the known bias. 5.3 The test method(s) in the standard along with those in Test Methods D2052, D2053, D2054, D2057, D2058, D2059, D2060, D2061, and D2062 are a collection of proven test methods. They can be used as aids in the evaluation of zippers without the need for a thorough knowledge of zippers. The enumerated test methods do not provide for the evaluation of all zipper properties. Besides those properties measured by means of the enumerated test methods there are other properties that may be important for the satisfactory performance of a zipper. Test methods for measuring those properties have not been published either because no practical methods have yet been developed or because a valid evaluation of the information resulting from existing unpublished methods requires an intimate and thorough knowledge of zippers. 1.1 This test method covers the determination of the durability of the enamel or other decorative coating of a zipper when subjected to laundering. 1.2 This standard does not purport to address all of the safety concerns, if any, associated with its use. 4.1 The thermal resistance and evaporative resistance provided by fabrics, films, coatings, foams, and leathers, including multi-layer assemblies, is of considerable importance in determining their suitability for use in fabricating protective clothing systems. 4.2 The thermal interchange between people and their environment is, however, an extremely complicated subject that involves many factors in addition to the steady-state resistance values of fabrics, films, coatings, foams, and leathers, including multi-layer assemblies. Therefore, thermal resistance values and evaporative resistance values measured on a hot plate may or may not indicate relative merit of a particular material or system for a given clothing application. While a possible indicator of clothing performance, measurements produced by the testing of fabrics have no proven correlation to the performance of clothing systems worn by people. Clothing weight, drape, tightness of fit, and so forth, can minimize or even neutralize the apparent differences between fabrics or fabric assemblies measured by this test method. 4.3 The thermal resistance and evaporative resistance of clothing systems can be measured with a heated manikin in an environmental chamber in accordance with Test Methods F1291 and F2370. 1.1 This test method covers the measurement of the thermal resistance and the evaporative resistance, under steady-state conditions, of fabrics, films, coatings, foams, and leathers, including multi-layer assemblies, for use in clothing systems. 1.2 The range of this measurement technique for intrinsic thermal resistance is from 0.002 to 0.5 K·m2/W and for intrinsic evaporative resistance is from 0.0 to 1.0 kPa·m 2/W. 1.3 The values in SI units shall be regarded as standard.
