    近年来,伴随着低空空域的开放,民用无人驾驶航空器迎来了迅猛发展的新局面。随着民用无人驾驶航空器规模不断发展,对安全飞行、低空空域利用以及运行效率都提出了更高的要求,针对民用无人驾驶航空器的特点,为其配备相应的监视系统势在必行。ADS-B IN能够为运输航空器的空域运行提供有效的监视手段,而我国低空空域的民用无人驾驶航空器并没有完全实现搭载ADS-B IN系统。进入21世纪以来,低空空域对民用无人驾驶航空器的监视手段不足而导致的飞机不安全事件屡屡发生,而ADS-B IN设备可为民用无人驾驶航空器提供周围空域内其他航空器的监视信息,可辅助航空器间协同避撞以始终保持安全状态运行,对低空空域进行有效管控以保障低空安全,同时可减小航空器对低空空域资源的占用率,有效提升空域资源的利用率及航空器运行效率和应用范围。     中国民航高度重视新监视技术的应用与实施,不断加强ADS-B监视等技术的研究与应用,并且该技术具有部署成本低、精度高、更新快等优点,但我国民航主管部门目前还没有专门制定对民用无人驾驶航空器的ADS-B IN设备的标准和规范。因此,为规范我国民用无人驾驶航空器机载ADS-B IN设备的研制、选型和应用,进一步明确民用无人驾驶航空器机载ADS-B IN设备组成、功能、性能、接口、安全维护等要求,经反复论证、协调和修改,充分征求行业专家和管理部门的意见后形成本文件。     本文件适用于民用无人驾驶航空器机载ADS-B IN设备的研发、安装、测试、许可和维护。     本文件为首次发布。
