IEC 60300-3-11:2009 provides guidelines for the development of failure management policies for equipment and structures using reliability centred maintenance (RCM) analysis techniques. This part serves as an application guide and is an extension of IEC 60300-3-10, IEC 60300-3-12 and IEC 60300-3-14. Maintenance activities recommended in all three standards, which relate to preventive maintenance, may be implemented using this standard. The previous edition was based on ATA1-MGS-3; whereas this edition applies to all industries and defines a revised RCM algorithm and approach to the analysis process.

This part of IEC 60300 gives guidance on specifying the required dependability characteristics in specifications, together with specifications of procedures and criteria for verification and validation. The guidance provided includes the following: – advice on specifying quantitative and qualitative reliability, maintainability, availability and maintenance support requirements; – advice to purchasers of a system on how to ensure that the specified requirements will be fulfilled by suppliers; – advice to suppliers to help them to meet purchaser requirements. Other documents, such as legislation and governmental regulation may also place requirements on systems and these should be applied in addition to any specifications derived in accordance with this standard. NOTE 1 Whilst mainly addressing system and equipment level reliability, many of the techniques described in the different parts of IEC 60300 may also be applied to products, items or at the component level. The term system is used throughout this standard. NOTE 2 This standard does not give guidance on the management of dependability programmes or on the various activities necessary to fulfil stated availability, reliability, maintainability and maintenance support requirements. For this general guidance, see other standards. NOTE 3 Safety and environment specifications are not directly considered in this guide. However, much of the guidance in this standard could also be applied to safety or environmental specification. NOTE 4 Specifications for the dependability of a service are not considered in this guide. This includes the provision of a service such as those provided through Public-Private Partnership procurements.

In this guideline, failures that result from mechanical conditions are described. By referring to the types of fracture described in this guideline, it is possible to classify fractures that occur in practice (Table 2 to Table 5). Types of fracture that occur almost exclusively in laboratory testing, e.g. the elongation of purely ductile metals to a point or blade, are not considered in this guideline. Production flaws that can lead to fractures are also not discussed. Therefore, failures that result from elongated slag inclusions or twinning will also not be addressed. Fatigue fractures in conjunction with tribology conditions (e.g. in roller bearings and gears) will be described in guideline VDI 3822 Part 5. Failures caused by deformation are addressed in guideline VDI 3822 Part 4, since they occur more frequently at higher temperatures. In cases where failures caused by deformation have occurred at room temperature VDI 3822 Part 4 applies analogously. Finally, it must also be kept in mind that strength factors are dependent upon temperature, and that the effects of coatings are also not considered.
