1   Scope This document describes a method to evaluate the standard uncertainty for a process mean, arising from observable variation in successive possibly autocorrelated measurements. In this document, the successive measurements are restricted to stationary processes . This document also includes tests for validity of assumptions. The resulting uncertainty is related to that arising from observable measurements while other sources of uncertainty are also considered.

1.1 This guide covers two procedures for establishing the permeation rate of a permeation tube and defining the uncertainty of the rate by comparison to National Institute of Standards and Technology’s Standard Reference Materials (SRM). 1.2 Procedure A consists of a direct comparison of the permeation rate of the device undergoing calibration with that of an SRM. 1.3 Procedure B consists of a gravimetric calibration process in which a certified permeation tube is used as a quality control for the measurements. 1.4 Both procedures are limited to the case where a suitable certified permeation device is available. 1.5 The values stated in SI units are to be regarded as standard. No other units of measurement are included in this standard. 1.6 This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety, health, and environmental practices and determine the applicability of regulatory limitations prior to use. 1 Scope 1.1 This Standard provides a framework to assess, tabulate, and quantify factors contributing to the quality of hydrometeorological data. It includes a description of the data quality rating system, a description of organization-wide factors linked to management systems, training and certification of operators, as well as data storage and archiving policies, and a description of instrument-specific factors. 1.2 This Standard does not include surface water, groundwater, detailed snow, glacier mass balance, and air quality monitoring equipment. Furthermore, this Standard excludes less commonly used instrumentation, such as acoustic Doppler radars, mini-weather radars, SODAR wind profilers, and ceilometers, as well as manually operated instrumentation. 1.3 In this Standard, “shall” is used to express a requirement, i.e., a provision that the user is obliged to satisfy in order to comply with the Standard; “should” is used to express a recommendation or that which is advised but not required; and “may” is used to express an option or that which is permissible within the limits of the Standard. Notes accompanying clauses do not include requirements or alternative requirements; the purpose of a note accompanying a clause is to separate from the text explanatory or informative material. Notes to tables and figures are considered part of the table or figure and may be written as requirements. Annexes are designated normative (mandatory) or informative (non-mandatory) to define their application.

In this Vocabulary, a set of definitions and associated terms is given, in English and French, for a system of basic and general concepts used in metrology, together with concept diagrams to demonstrate their relations. Additional information is given in the form of examples and notes under many definitions. This Vocabulary is meant to be a common reference for scientists and engineers — including physicists, chemists, medical scientists — as well as for both teachers and practitioners involved in planning or performing measurements, irrespective of the level of measurement uncertainty and irrespective of the field of application. It is also meant to be a reference for governmental and inter-governmental bodies, trade associations, accredi-tation bodies, regulators, and professional societies. Concepts used in different approaches to describing measurement are presented together. The member organizations of the JCGM can select the concepts and definitions in accordance with their respective terminologies. Nevertheless, this Vocabulary is intended to promote global harmonization of terminology used in metrology.
