The best scale will be determined by taking into consideration, in particular, the two following contradictory tendencies: a scale with too wide steps involves a waste of materials and an increase in the cost of manufacture, whereas a too closely spaced scale leads to an increase in the cost of tooling and also in the value of stock inventories. In selecting a scale of numerical values, choose that series having the highest ratio consistent with the desiderata to be satisfied, in the order: R 5, R 10, etc.

4 诚信计量示范单位基本要求  4.1 必备条件      加油站应取得市场监督管理部门颁发的营业执照,明确划分站房、作业区、辅助服务区,符合国家相关安全环保规定。站内应设置电视监控系统,监控范围应覆盖工作区域。监控时间为全天且监控记录储存时间至少为90天。 4.2 加油场所      加油站至少具备8条加油枪,加油枪采用自封式加油枪,汽油加油枪的流量不大于50L/min。加油软管上应设置安全拉断阀。     加油站引导标识清晰,地面平整清洁。单车道宽度不应小于4m,双车道宽度不应小于6m。 4.3 服务场所      具有便利店,冲水式卫生间等便民设施。便利店销售商品应符合JJF1070定量包装商品净含量计量检验规则的有关规定。 4.4 守法      加油站每月对加油机进行自校,做好记录并妥善保存,发现问题及时处理并向计量行政主管部门报告。保证计量器具和加油量的准确,正确使用国家法定计量单位,自觉接受计量行政主管部门的计量监督。  4.5 人员      公司需有两名以上具有加油站相关计量资质的人员。站长全面负责加油站计量管理工作。应配备经培训合格的专职或兼职计量员,负责计量器具的使用、维护、按计划及时进行检定校准等日常工作。其他职工应配合站长与计量员工作,正确使用计量器具。 4.6 计量器具配备要求  4.6.1加油机:用来给车辆添加液体燃料的一种液体体积测量系统。加油机须具备防作弊自锁功能。 4.6.2标准金属量器:按规定的结构,用金属(不锈钢、碳素钢等)制成的,具有确定的容积,可作为容量量值传递的计量器具。加油站配备的为不小于20L的标准金属量筒。 4.6.3计量罐:加油站应用的为卧式液体计量罐。埋地油罐应采用双层罐。 4.6.4量油尺:量油尺的主要部件是一条具有一定弹性的连续钢制尺带和一个规定的尺铊。 4.6.5温度变送器: 温度变送器是一种将温度变量转换为可传送的标准化输出信号的仪表。主要用于工业过程温度参数的测量和控制。 4.6.6液位计:工业过程测量和控制系统中用以指示和控制液位和界面(位)的仪表。加油站的液位计示值变化记录应保存至少30天,用以监控进货量和加油量。 4.6.7在用计量器具的计量性能要求满足表 1 要求。 表1 计量器具的计量性能 序号 器具名称 最大允许误差/准确度等级/不确定度 溯源周期 管理方式 1 燃油加油机 MPE:±0.30% 6个月 强制检定 2 计量罐 U≤0.4%,k=2 4年 非强制检定 3 标准金属量器 MPE:±0.05% 2年 非强制检定 4 量油尺 首检:MPE:±1.5mm 使用中:MPE:±2.0mm 1年 非强制检定 5 温度变送器 0.5级 1年 非强制检定 6 液位计 0.5级 1年 非强制检定

1   Scope This document describes a method to evaluate the standard uncertainty for a process mean, arising from observable variation in successive possibly autocorrelated measurements. In this document, the successive measurements are restricted to stationary processes . This document also includes tests for validity of assumptions. The resulting uncertainty is related to that arising from observable measurements while other sources of uncertainty are also considered.
