This part of IEC 62271 mainly applies to a.c. circuit-breakers within the scope of IEC 62271-100. It provides the general rules for testing a.c. circuit-breakers, for making and breaking capacities over the range of test duties described in 6.102 to 6.111 of IEC 62271-100, by synthetic methods. NOTE Circuits for the test duties described in 6.111 have not yet been standardized. However, present methods are given in Annex G. It has been proven that synthetic testing is an economical and technically correct way to test high-voltage a.c. circuit-breakers according to the requirements of IEC 62271-100 and that it is equivalent to direct testing. The methods and techniques described are those in general use. The purpose of this standard is to establish criteria for synthetic testing and for the proper evaluation of results. Such criteria will establish the validity of the test method without imposing restraints on innovation of test circuitry.

NOTE 1 This standard is not applicable to explosion protected switchgear and controlgear. Inspection and maintenance of electrical apparatus in explosive gas atmospheres is covered in BS EN 60079-17. NOTE 2 This British Standard covers applications above 1 kV. Voltages below 1 kV are considered to be low voltage in line with the European Commission Directive 73/23/EEC [1], known as the “Low voltage directive”.

This part of IEC 62271 gives practical guidance for the evaluation and documentation of the external electromagnetic fields which are generated by HV switchgear assemblies and HV/LV prefabricated substations. Basic requirements to measure or calculate the electric and magnetic fields are summarised for switchgear assemblies covered by IEC 62271-200 and IEC 62271-201, and for prefabricated substations covered by IEC 62271-202. This technical report applies to equipment rated for voltages up to and including 52 kV and power-frequencies from 15 Hz to 60 Hz. The electromagnetic fields which are generated by harmonics or transients are not considered in this technical report. However, the methods described are equally applicable to the harmonic fields of the power-frequency. Detailed generic information on requirements and measurements of low-frequency electromagnetic fields is given in IEC 61786. This technical report covers evaluation under factory or laboratory conditions before installation. The electric and the magnetic fields can be evaluated either by measurements or by calculations. It is not within the scope of this technical report to specify limit values of electromagnetic fields or methods for the assessment of human exposure.

This International Standard applies to system tests for high-voltage direct current (HVDC) installations which consist of a sending terminal and a receiving terminal, each connected to an a.c. system. The tests specified in this standard are based on bidirectional and bipolar high-voltage direct current (HVDC) installations which consist of a sending terminal and a receiving terminal, each connected to an a.c. system. The test requirements and acceptance criteria should be agreed for back-to-back installations, while multi-terminal systems and voltage sourced converters are not included in this standard. For monopolar HVDC installations, the standard applies except for bipolar tests. For the special functions or performances that are claimed by specific projects, some extra test items not included in this standard should be added according to the technical specification requirements. This standard only serves as a guideline to system tests for high-voltage direct current (HVDC) installations. The standard gives potential users guidance, regarding how to plan commissioning activities. The tests described in the guide may not be applicable to all projects, but represent a range of possible tests which should be considered. Therefore, it is preferable that the project organization establishes the individual test program based on this standard and in advance assigns responsibilities for various tasks/tests between involved organisations (e.g. user, supplier, manufacturer, operator, purchaser etc.) for each specific project.

This European Standard specifies the service conditions, rated characteristics, general structural requirements and test methods of the prefabricated assembly of the main electrical functional units of a HV/LV Distribution Substation, duly interconnected, for alternating current of rated operating voltages above 1 kV and up to and including 52 kV on the HV side, service frequency 50 Hz. This assembly is to be cable-connected to the network. This Compact Equipment Assembly for Distribution Substation (CEADS) as defined in this standard is designed and tested to be a single product with a single serial number and one set of documentation. Such equipment is delivered as single transport unit. For practical reasons manufacturer and user can agree to transport the unit dismantled if transport or installation of the complete CEADS is not possible. In that case suitable verification tests shall be carried out at the installation site. A CEADS is not a Distribution Substation, either prefabricated (covered by EN 62271-202) or not (covered by EN 61936-1). However CEADS is intended to become part of a Distribution Substation assembling the HV equipment, the power transformer and the LV equipment duly interconnected (see Annex C, which also explains the origin and types of CEADS). The functions of a CEADS are: – switching and control for the operation of the HV side and protection of the HV/LV transformer functional unit; – HV/LV transformation; – switching and control for the operation and protection of the LV feeders. However relevant provisions of this standard are also applicable to designs where not all of these functions exist (e.g. equipment comprising only HV/LV transformation and switching and control for the operation and protection of the LV feeder functions). For public distribution networks, CEADS are intended for installation within an indoor or outdoor closed electrical operating area (see Definition 1.3.3) forming part of a Distribution Substation. For industrial applications, such as factories, installation of CEADS outside a closed electrical operating area may be allowed provided that safety regulations are fulfilled by additional measures adopted at the installation site under the responsibility of the designer of the installation. This standard considers the potential interaction between the individual functions when closely installed and interconnected to form a type tested assembly and defines ratings, particular design and construction requirements and test procedures for this assembly.
