This part of IEC 62271 applies to all overhead@ pad mounted@ dry vault and submersible single or multi-pole alternating current automatic circuit reclosers and fault interrupters for rated maximum voltages above 1 000 V and up to 38 kV. Devices that require a dependent manual operation are not covered by this standard. In order to simplify this standard where possible@ the term recloser/FI (reclosers/FIs) has been substituted for automatic circuit recloser or fault interrupter or both.

This part of IEC 62271 is applicable to a.c. circuit-breakers designed for indoor or outdoor installation@ for operation at frequencies of 50 Hz and 60 Hz on systems having voltages above 1 000 V and applied for inductive current switching with or without additional shortcircuit current breaking duties. The standard is applicable to circuit-breakers in accordance with IEC 62271-100 that are used to switch high-voltage motor currents and shunt reactor currents and also to high-voltage contactors used to switch high-voltage motor currents as covered by IEC 62271-106. For circuit-breakers applied to switch shunt reactor currents at rated voltages according to IEC 62271-1:2007 Tables 2a and 2b@ combined voltage tests across the isolating distance are not required (refer to 4.2). Switching unloaded transformers@ i.e. breaking transformer magnetizing current@ is not considered in this standard. The reasons for this are as follows: a) due to the non-linearity of the transformer core@ it is not possible to correctly model the switching of transformer magnetizing current using linear components in a test laboratory. Tests conducted using an available transformer@ such as a test transformer@ will only be valid for the transformer tested and cannot be representative for other transformers; b) as detailed in IEC 62271-3061@ the characteristics of this duty are usually less severe than any other inductive current switching duty. It should be noted that such a duty may produce severe overvoltages within the transformer winding(s) depending on the circuitbreaker re-ignition behaviour and transformer winding resonance frequencies. Short-line faults@ out-of-phase current making and breaking and capacitive current switching are not applicable to circuit-breakers applied to switch shunt reactors or motors. These duties are therefore not included in this standard. Subclause 1.1 of IEC 62271-100:2008 is otherwise applicable.

"Subclause 1.1 of IEC 62271-1:2007 is not applicable@ and is replaced as follows:. This part of IEC 62271 applies to three-pole units for public and industrial distribution systems which are functional assemblies of switches including switch-disconnectors and currentlimiting fuses designed so as to be capable of -breaking@ at the rated recovery voltage@ any current up to and including the rated shortcircuit breaking current; -making@ at the rated voltage@ circuits to which the rated short-circuit breaking current applies. It does not apply to fuse-circuit-breakers@ fuse-contactors@ combinations for motor-circuits or to combinations incorporating single capacitor bank switches. In this standard@ the word ""combination"" is used for a combination in which the components constitute a functional assembly. Each association of a given type of switch and a given type of fuse defines one type of combination. In practice@ different types of fuses may be combined with one type of switch@ which give several combinations with different characteristics@ in particular concerning the rated currents. Moreover@ for maintenance purposes@ the user should know the types of fuses that can be combined to a given switch without impairing compliance to the standard@ and the corresponding characteristics of the so-made combination. A switch-fuse combination is then defined by its type designation and a list of selected fuses is defined by the manufacturer@ the so-called ""reference list of fuses"". Compliance with this standard of a given combination means that every combination using one of the selected fuses is proven to be in compliance with this standard. The fuses are incorporated in order to extend the short-circuit breaking rating of the combination beyond that of the switch alone. They are fitted with strikers in order both to open automatically all three poles of the switch on the operation of a fuse and to achieve a correct operation at values of fault current above the minimum melting current but below the minimum breaking current of the fuses. In addition to the fuse strikers@ the combination may be fitted with either an over-current release or a shunt release. NOTE In this standard the term ""fuse"" is used to designate either the fuse or the fuse-link where the general meaning of the text does not result in ambiguity. This standard applies to combinations designed with rated voltages above 1 kV up to and including 52 kV for use on three-phase alternating current systems of either 50 Hz or 60 Hz. Fuses are covered by IEC 60282-1. Devices that require dependent manual operation are not covered by this standard. Switches@ including their specific mechanism@ shall be in accordance with IEC 62271-103 except for the short-time current and short-circuit making requirements where the currentlimiting effects of the fuses are taken into account. Earthing switches forming an integral part of a combination are covered by IEC 62271-102."

"This part of IEC 62271 applies to three-pole operated units for distribution systems that are functional assemblies of a circuit-switcher and current-limiting fuses designed so as to be capable of: ?C breaking@ at the rated recovery voltage@ any load or fault current up to and including the rated short-circuit breaking current; ?C making@ at the rated voltage@ circuits to which the rated short-circuit breaking current applies. They are intended to be used for circuits or applications requiring only a normal mechanical and electrical endurance capability. Such applications cover protection of HV/LV transformers for instance@ but exclude distribution lines or cables@ as well as motor circuits and capacitor bank circuits. Short-circuit conditions with low currents@ up to the fused circuit-switcher rated take-over current@ are dealt with by supplementary devices (strikers@ relays@ etc.)@ properly arranged@ tripping the circuit-switcher. Fuses are incorporated in order to ensure that the short-circuit breaking capacity of the device is above that of the circuit-switcher. NOTE 1 In this standard the term ""fuse"" is used to designate either the fuse or the fuse-link where the general meaning of the text does not result in ambiguity. This standard applies to fused circuit-switchers designed with rated voltages above 1 kV up to and including 52 kV for use on three-phase alternating current systems of either 50 Hz or 60 Hz. Comparison with other existing switching devices is provided in Clause 8. NOTE 2 Other circuit-switchers exist; see reference [1]1. Devices that require a dependent manual operation are not covered by this standard. Fuses are covered by IEC 60282-1. Earthing switches forming an integral part of a circuit-switcher are covered by IEC 62271-102.
