This Recommendation provides guidelines and recommendations on the selection of appropriate perceptual video quality measurement equipment for use in multimedia applications when the full reference measurement method can be used. The full reference measurement method can be used when the unimpaired reference video signal is readily available at the measurement point, as may be the case of measurements on individual equipment or a chain in the laboratory or in a closed environment such as a cable television headend. The estimation methods are based on processing video in VGA, CIF, and QCIF resolution. The validation test material contained both multiple coding degradations and various transmission error conditions (e.g. bit errors, dropped packets). In the case where coding distortions are considered in the video signals, the encoder can utilize various compression methods (e.g. MPEG-2, H.264, etc.). The models proposed in this Recommendation may be used to monitor the quality of deployed networks to ensure their operational readiness. The visual effects of the degradations may include spatial as well as temporal degradations (e.g. frame repeats, frame skips, frame rate reduction). The models in this Recommendation can also be used for lab testing of video systems. When used to compare different video systems, it is advisable to use a quantitative method (such as that in J.149) to determine the models’ accuracy for that particular context. This Recommendation is deemed appropriate for telecommunications services delivered at 4 Mbit/s or less presented on mobile/PDA and computer desktop monitors. The following conditions were allowed in the validation test for each resolution: • PDA/Mobile (QCIF): 16 kbit/s to 320 kbit/s • CIF: 64kbit/s-2Mbit/s (C01 has several 2 Mbit/s) • VGA: 128kbit/s-4Mbit/s (V13 has one HRC with 6Mbit/s)

This Recommendation specifies subjective test method of picture quality assessed in the home. Picture quality is observed at user-end in home environment on computer monitor, or TV set (after set-top-box if needed) so only single stimulus method with subjects viewing the material once without the source reference is useful in this case. Details of SSCQE method especially adapted to observation quality in the home on computer screen or TV set are given in this Recommendation. Laboratory subjective video quality testing seeks to separate video quality from all other variables (e.g., by using the professional quality monitor, the impact of monitor is removed from subjective scores). By contrast scores from this methodology will have several variables which cannot be separated from the subjective scores (e.g. impact of consumer quality monitor, potentially distracting wall decorations in home viewing environment). This subjective methodology is intended to more precisely analyze the viewing experience of a subject in their own home, and asks different questions than the laboratory tests. This Recommendation is intended, in particular, for network designers and operators. It gives them guidelines for network design taking into account technical parameters as well as number of sustainable streams and packet rate available for video services as well as the methodology of subjective picture quality evaluation. It may be also very helpful to service providers to quantify users’ complaints about picture quality. The method described in this Recommendation is not intended to replace a subjective experiment conducted in a controlled test environment (e.g. subjective laboratory) nor regulate consumer equipments. Note: The method in this Recommendation is experimental and has not yet been validated and adequate results have not been reviewed. Therefore we caution the users to be careful in their use of this method. It should be also noted that the test result is not appropriate to be compared among different home test environments.

This Recommendation defines packages defines certain parameters and mechanisms for supporting the interconnection of a packet network with another network. The packages defined by this Recommendation areis only applicable to IP-based H.248 terminations. The packages areis therefore applicable for: ? IP-to-IP H.248 media gateways, and ? IP-to-non-IP H.248 media gateways. 1.1 Specifying the IP realm of an H.248 Stream The MGC may specify the IP realm that a Stream of a particular H.248 Termination belongs to. This is accomplished through the IP Realm Identifier property of the IP Domain Connection package. 1.2 Auditing the MG supported realms and their availability 1.2.1 Auditing all supported realms The MGC can audit the realms supported by the MG (i.e. all realms that the MG is aware of) by using an AuditCapabilities on the IP Realm Identifier property of the IP Domain Connection package. 1.2.2 Understanding the availability of realms The IP Realm Availability package extends the IP Domain Connection package. Through an AuditValue of this package’s Available Realms property, the MGC is able to learn which of the supported realms is currently available (i.e. over which realms the MG can currently send and receive traffic). Similarly, the MGC may request to be notified of changes to the list of available realms through the Available Realms Changed event of the same package.

To achieve greater scalability, this Recommendation decomposes the H.323 Gateway function defined in ITU-T Rec. H.246 into functional subcomponents and specifies the protocols these components use to communicate. This allows implementations of H.323 gateways to be highly scalable and encourages leverage of widely deployed Switched Circuit Network (SCN) capabilities such as SS7 switches. This also enables H.323 gateways to be composed of components from multiple vendors distributed across multiple physical platforms. The purpose of this Recommendation is to add capabilities currently defined for H.323 systems and is intended to provide new ways of performing operations already supported in H.323. This Recommendation includes several enhancements to ITU-T Rec.
