A key objective of all pavement-management systems (PMS) is to provide a factual basis for improving the quality of decision making regarding the budgeting, design, programming, construction, maintenance and operation of a pavement network. Quality decision making requires a current inventory of the pavement system, evaluation of the present condition and use of the pavement system, estimation of future condition, and the implications of any changes in condition. This guide may be used to identify data needs for pavement management by considering the use, generic type, and relative importance of the pavement. It can also assist in identifying methods for obtaining the data. Any data element selected for collection should have a specific use and be of value in providing information from the PMS for the decision making process. The specific type of data needed to make informed pavement management decisions will vary with such factors as the size, complexity and condition of the pavement network, the levels of service to be provided, the agency budget and budgeting process. Further, since pavement management is a dynamic process, responsive to changes in technology, the data needs for a particular agency may be expected to change over time. Accordingly, judgment invariably will be required in applying this guide to develop a hierarchy of data needs.1.1 This guide identifies data needs for pavement management systems. It also addresses the relative importance of various types of pavement data. 1.2 This guide was developed for use by federal, state, and local agencies, as well as consultants who provide services to those agencies. 1.3 This guide describes a process and provides a set of recommendations that any agency may use to develop a plan for acquiring pavement management data. Any individual agency may justifiably assign higher or lower priority to specified data items depending on their needs and policy. 1.4 This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety and health practices and determine the applicability of regulatory limitations prior to use.

This European Standard applies to winter service machines which are defined in clause 3. This European Standard deals with all significant hazards (see clause 4) identified through a risk assessment pertinent to winter service machines when they are used as intended and under the conditions foreseen by the manufacturer. This European Standard does not deal with significant hazards associated with EMC. This European Standard specifies the appropriate technical measures to eliminate or reduce risks arising from the significant hazards associated only with machine operation, setting and adjustments, load discharge and routine maintenance. Winter service machines are normally mounted on carrier vehicles (e. g. trucks, tractors, construction machinery and mobile industrial handling equipment). This European Standard does not cover requirements for the carrier vehicles even where specific modifications have been made to realise the winter service application. These requirements will be handled in directives and standards for the construction of carrier vehicles. The use of winter service machines in public road traffic is governed by national regulations. This standard does not cover any requirements for demountable bodywork systems (e. g. demountable containers). These requirements are specified in other standards. This European Standard does not deal with: machines or components which are solely designed for clearing rails such as rail sweepers or blowers; walker-operated and hand-held winter service machines; highway maintenance machines covered by EN 13524, such as front-mounted sweepers; machines for the maintenance of sports grounds; machines for agriculture, horticulture and forestry; machines intended for use in potentially explosive atmospheres. This European Standard applies to winter service machines which are manufactured after the date of approval of the standard by CEN.

This British Standard describes a method for determining the wet-road skid resistance of a surface using the sideway-force coefficient routine investigation machine (SCRIM). The method provides a measure of the wet-road skid resistance properties of a bound surface by measurement of sideway-force coefficient at controlled speed. The method has been developed for use on roads but is also applicable to other paved areas such as airport runways.

NDT measurement of pavement surface deflections provides information that can be used for the structural evaluation of new or in-service pavements. These deflection measurements may be used to determine the following pavement characteristics: Modulus of each layer. Overall stiffness of the pavement system. Load transfer efficiency of PCC pavement joints. Modulus of subgrade reaction. Effective thickness, structural number, or soil support value. Bearing capacity or load carrying capacity of a pavement. These parameters may be used for the analysis and design of reconstructed and rehabilitated flexible and rigid pavements, pavement structural adequacy assessment including joint efficiency of PCC pavement, void detection in PCC pavement, research and/or network structural inventory purposes.1.1 This guide provides procedural information for measuring pavement surface deflections, directly under, or at locations radially outward (offset) from a known static, steady-state, or impulse load. Deflections are measured with sensors that monitor the vertical movement of a pavement surface due to the load. This guide describes procedures for the deflection measurement using various deflection testing devices and provides the general information that should be obtained regardless of the type of testing device used. 1.2 This guide is applicable for deflection measurements performed on flexible asphalt concrete (AC), rigid portland cement concrete (PCC), or composite (AC/PCC) pavements. Rigid pavements may be plain, jointed, jointed reinforced, or continuously reinforced concrete. 1.3 The values stated in SI units are to be regarded as standard. This British Standard describes a method for determining the skid resistance of a surface using the GripTester continuous reading braked wheel fixed slip device. The method is applicable to the following: —highways: surfacings; —highways: horizontal signs; —airport runways; —flight decks; —footways; —pedestrian precincts; —test panels of surfaces intended for any of the above. The method is for measurement of skid resistance along a continuous surface on external paved surfaces or indoors. Test speeds can vary from 5 km/h to 130 km/h depending on the application. The measured values can be affected by the test speed.
