"This technical report defines a framework and associated protocol(s) to allow location-related network data to be conveyed from the relevant access network entities to a location determination function. Methods of location determination are outside the scope of this document and may be through the application of calculations according to specific algorithms@ the association of network parameter values through database enquiry@ combinations of these operations@ or other operations. This report only concerns itself with the manner in which network parameter values are conveyed to the location determination function. Purpose The purpose of this Technical Report is to document a framework and protocols to support a common functionality for Parameter Conveyance for Location Determination of Devices Attached to an Access Network. The determination of the location associated with a calling device's point of connection to the Internet is an important component of the NENA i2 and i3 emergency service VoIP architectures [1]@ [2]. The location of the calling device is used for the purposes of call routing@ operator display@ and emergency responder dispatch. A location determination capability is expected to be commonly available for all forms of Internet access technology even though the manner in which location is determined may vary from technology to technology. A common approach to location determination is to use the value of relevant access network parameters related to the targets1 to facilitate database lookup and/or actual position calculation. While this approach is common across all access technologies@ there exists no common architecture or framework that describes how access-network related location parameters can be sent to or otherwise obtained by a location determination function so that location can be determined. Network technologies that have an existing location service infrastructure generally already have a specifically defined way of transferring location-related parameters of this nature from the various network elements to the location determination function (e.g. BSSLAP on the Lb interface in the 3GPP GERAN or PCAP on the Iupc interface in the 3GPP UTRAN ?C refer to 3GPP specifications 43.059 and 25.305 respectively). However@ this functionality is not established for a number of other common access technologies (DSL@ Cable@ WiMAX@ Ethernet for example). It would be advantageous to have a common architecture and framework that could be used with these access networks as opposed to having the same fundamental mechanism defined in on a per-technology basis. The definition of a common conceptual model and framework would facilitate communications between the implementers of location determination functions and access network elements@ which in turn would promote a more rapid deployment of LIS capabilities and successful implementation of the NENA i2 and i3 defined emergency service architectures. In turn@ the existence of a common and reusable framework minimizes the investment necessary across multiple standards organizations and implementers by sharing the effort on a common solution. Fundamental to the operation of this framework is the use of ""measurement channels"" between the network elements and the location determination function. The details of the data types sent on the measurement channel(s) are defined by a ""measurement class"". Measurement classes are not prescribed by this document but are@ rather@ specific to the network technology to which they apply. It is envisaged that standards development organizations for different network technologies are expected to identify the appropriate source network elements and the corresponding measurement class definition to be able to use this framework. Session establishment and operation details are defined by the framework. Applicability This technical reference is applicable to any system where there is a need to convey the value of parameters from elements within a network infrastructure to a location determination function associated with that infrastructure. Note that the emphasis is on conveying information from the infrastructure which has a fixed relationship with the location determination function and is not intended to address the conveyance of parameters from elements which have a transient relationship with the network ?C such as terminal devices. There are standards such as SUPL (Secure User-Plane Location) that define mechanisms for conveying device based measurements. This document is not applicable to that use case. 1 In this document@ a ""target"" may be an end user device attached to the network or an associated entity such as an L2TP session between an ISP and a broadband infrastructure provider@ or an identifier for such a device or entity."
