The guidelines presented in this recommended practice are neither imposing mandatory education standards upon operators of hazardous liquid pipelines nor requiring the operators to replace their public education programs. The guidelines are intended as a resource that can as!list operators in their public education efforts (see note). The guidelines in this recommended practice apply only to intrastate and interstate liquid pipelines@ as regulated by 49 Code of Federal Regulations Part 195. Operators should be aware that some state regulations for intrastate pipelines may be more stringent than the federal requirements. These guidelines may not apply to facilities@ such as gas pipelines@ that are outside the intended scope of this recommended practice. Note: Each operator is obligated to establish its own public education program according to the regulations in 49 Code of Federal Regulations Part 195.
