1 Scope
This Draft for Development gives guidance to engineers and managers on the basic concepts
of human reliability, in the context of industrial processes and products. The principles
of human performance are introduced to explain how human errors arise and how improved
operational competence can be achieved. A range of techniques for qualitative and
quantitative assessment and improvement of human reliability are provided.
The application of these guidelines and techniques can help to optimize human performance
in process/product design through the inclusion of human reliability considerations
throughout the product life cycle.
NOTE 1 It is not intended to provide engineers with the competence to solve all human reliability
problems, but to provide an awareness of their potential to exist. The appropriate
and timely involvement of specialists can then be provided for in the design and development
programme.
NOTE 2 Case studies using qualitative and quantitative methods are given in Annex A and Annex B respectively.
