The objective of the Common Air Interface is to ensure that conforming subscriber unit equipment will be interoperable at the Physical Layer and Data Link Layer with subscriber unit equipment form different manufacturers, and compatible with radios from different agencies. This will allow effective and reliable intr-agency and inter-agency communications in an all-digital mode for voice and data for APCO/NASTD/FED Project 25.
