The CCITT, considering that it would be desirable to establish certain guiding principles to govern the apportionment of accounting rates in international relations; that, for reasons of equity, it would be desirable for the accounting rate to be shared by the participating Administrations (terminal or transit) in proportions which take account of the service provided by each of these Administrations.
