ITU-T Study Group 3 had continued its study on the issue of accounting rate reform through the previous study period and succeeded in compiling Annex E to ITU-T Rec. D.140, which provided guidelines for bilateral negotiations of transitional arrangements towards cost-orientation. Furthermore WTSA instructs Study Group 3 to "publish updated indicative target rates calculated on the basis of the latest data as a supplement to ITU-T Rec. D.140" on the consideration that "the indicative target rates in Annex E to ITU-T Rec. D.140 were calculated using 1998 data".
