1 This document covers the discharge of trade waste to a Wastewater Authority. Chapter 1, Model trade waste bylaw, is based on bylaws current at the time of writing, particularly the Auckland "Draft uniform trade wastes bylaw 1993" (modelled closely on the existing Auckland Regional Council 1991 'Trade waste Bylaw"), the 1992 Wellington City Council bylaw and the 1984 Melbourne Metropolitan Board of Works Bylaw. It does however introduce a new system for categorizing trade waste.
2 Any territorial authority proposing to introduce a trade waste bylaw should ensure that it is appropriate for its own particular requirements. Further, the Local Government Act imposes certain requirements in making trade waste bylaws. For example a Wastewater Authority will need to determine the extent and level of delegation for the consideration of and the granting of consents for trade waste discharges.
3 Chapter 2, Model trade wastes consents, is designed to be a model series of standard conditions for certain types of premises, and also includes a pro forma consent for major waste trade customers.

5 This document is a model. As such it has been standardised as much as possible given the range of practices within New Zealand. Each territorial authority will need to tailor the text to suit its individual requirements. As a minimum, this will include:
(a) Filling gaps provided in text with appropriate wording;
(b) Deleting unwanted text in the either/or choices provided;
? Inserting any figures, items, terms and other wording from the Schedules or elsewhere into the text in the places provided;
(d) Altering clause numbering (and any cross references) to match the territorial authority's own bylaw system.
6 Any territorial authority proposing to introduce trade waste bylaws should ensure that such are appropriate for its own particular requirements.
