The Recommendation declares the following view that Administrations operating radiotelegraph circuits equipped with ARQ systems that may be engaged in a fully-automatic telex call, such that the charging of the subscriber is made automatically in the originating country according to the elapsed time of the connection, must take precautions to avoid too great a difference between the charged time and the time during which the radiotelegraph circuit was efficient.
