The ITU Radiocommunication Assembly considering a) that systems in the fixed service (FS) are widely employed throughout the world and make extensive use of much of the radio-frequency spectrum; b) that the broadcasting-satellite service (BSS) is allocated in a number of bands on a primary basis co-equally shared with the FS; c) that adoption of appropriate technical sharing are necessary to ensure that systems in the FS can operate without unacceptable levels of interference from the BSS operating in the same bands; d) that the use of the BSS in one region may generate interference into systems in the FS in other regions
