The ITU Radiocommunication Assembly, considering that the duties and functions of the Radiocommunication Assembly, in preparing for World Radiocommunication Conferences (WRCs) are stated in Articles 13 of the ITU Constitution and 8 of the ITU Convention; that special arrangements are necessary for such preparations.
