Scope

This standard is only applicable to newly manufactured static var-watt-hour meters (hereinafter referred to as instruments) with accuracy classes 2 and 3 for measuring AC reactive energy with a frequency range of 45Hz to 65Hz and their type tests. For practical reasons, this standard is based on the traditional definition of reactive energy consisting only of sinusoidal currents and voltages at the fundamental frequency. This standard applies only to static var-watt-hour meters for indoor and outdoor use consisting of one or more measuring elements and counters housed in the same case. This standard does not apply to: Reactive energy meters with terminal voltage exceeding 600V (line-to-line voltage for three-phase instruments); Portable meters; Data interfaces of meter counters. If the display and/or storage is external, or if other devices (such as maximum demand indicator, telemeter, time switch or remote controller, etc.) are included in the meter, this standard only applies to the metering part . This standard does not include acceptance test and consistency test, the basic guidelines on acceptance test are given in GB/T17442. The test level is the minimum value to ensure the basic functions of the instrument under normal working conditions. For special purposes, when other test levels need to be specified, they can be determined by the user and the manufacturer. NOTE: This standard covers instruments using analog and/or digital measurement techniques and internally employing phase shifting measures. This standard also covers the technical requirements for implementing phase-shifted instruments by means of (appropriate) external connections.
