This standard proposes the modes and parameters for estimating public exposure doses based on emergency radiation monitoring data (or corresponding data derived from plume dispersion models) at different stages of emergency response to nuclear facility accidents. This standard is applicable to the estimation and evaluation of the radiation dose received by the public during nuclear accident emergency. The estimation and evaluation of the radiation dose received by the public in the case of routine release of nuclear facilities can also be used as a reference.
