Scope
This guiding technical document gives some basic principles for deciding the connection of large fluctuating loads (causing flicker) to the public power system. Its main purpose is to provide guidelines for engineering practice to ensure that all users connected to the system have appropriate power supply quality. Because the guidance given in this GTP must be based on certain assumptions, there is no guarantee that these methods will always provide the optimal solution for all flicker problems. The recommended method should be used flexibly, and the given evaluation procedure should be used in whole or in part when deciding on the actual project situation. The final decision on whether or not equipment generating fluctuations is connected to the power system rests with the utility company. Problems related to voltage fluctuations fall into two basic types: – flicker effects from light sources; – the risk of voltage amplitudes outside acceptable tolerances. This guidance technical document focuses mainly on controlling or limiting flicker, but there is also a chapter dealing with voltage amplitude changes and their effects.
