This standard describes the cross-layer content that provides security services in the lower layers (transport, network, data link and physical layers) of the OSI reference model. This standard describes: a) based on the low-level common architectural concepts defined in GB/T 9387.2; b) the basis for security-related interactions between low-level protocols; c) any security-related interactions between low-level and high-level OSI The basis for interaction; d) the placement of security protocols in relation to other lower layer security protocols and the related effects of such placement. There should be no conflict between the lower layer security protocols and the model described in this standard. GB/T 16264.1 identifies security services related to each lower layer of the OSI reference model.
