- 1.0.1 This specification is formulated to standardize construction project supervision and related service behaviors and improve construction project supervision and related service levels. 1.0.2 This specification is applicable to construction supervision and related service activities of new construction, expansion and reconstruction. 1.0.3 Before implementing construction project supervision, the construction unit should entrust a project supervision unit with corresponding qualifications, and sign a construction project supervision contract with the project supervision unit in written form. The contract should include the scope, content, service period and remuneration of supervision work , as well as the obligations of both parties, liability for breach of contract and other related clauses. When concluding a construction project supervision contract, if the construction unit entrusts survey, design, maintenance and other related services together, the scope, content, service period and remuneration of related services should be specified in the contract. 1.0.4 Before the start of the project, the construction unit shall notify the construction unit in writing of the name of the project supervision unit, the scope, content and authority of the supervision, and the name of the chief supervision engineer. 1.0.5 Within the scope of construction project supervision work, the contact activities between the construction unit and the construction unit involving the construction contract should be carried out through the project supervision unit. 1.0.6 Implementation of construction project supervision should follow the following main basis: 1 laws and regulations and project construction standards; 2 construction project survey and design documents; 3 construction project supervision contract and other contract documents. 1.0.7 Construction project supervision should implement the chief supervision engineer responsibility system. 1.0.8 Construction project supervision should implement information management. 1.0.9 Project supervision units shall carry out construction project supervision and related service activities fairly, independently, honestly and scientifically. 1.0.10 Construction project supervision and related service activities shall not only comply with this specification, but also comply with the current relevant national standards.
