Terms that are generally understood or defined adequately in other readily available sources are not included. 1.3 The terminology described in this standard is that of the validation process and may differ from that traditionally encountered in ASTM standards. 1.4 A definition is a single sentence with additional information included in a Discussion. 1.5 This terminology only includes those terms that are included in an ASTM standard or for which some action is under consideration. It is not intended as an all-inclusive listing of terms relating to performance validation. 1.6 Terminology commonly used in the study of precision and bias, in thermal analysis, rheology, and thermophysical properties may be found in Practice E177 and Terminologies E473 and E1142. This terminology generally covers terms that apply to radiation measurements and dosimetry associated with energy deposition and radiation effects, or damage, in materials caused by interactions by high-energy radiation fields. The common radiation fields considered are X-rays, gamma rays, electrons, alpha particles, neutrons, and mixtures of these fields. This treatment is not intended to be exhaustive but reflects special and common terms used in technology and applications of interest to Committee E10, as for example, in areas of radiation effects on components of nuclear power reactors, radiation hardness testing of electronics, and radiation processing of materials. This terminology uses recommended definitions and concepts of quantities, with units, for radiation measurements as contained in the International Commission on Radiation Units and Measurements (ICRU) Report 85a on “Fundamental Quantities and Units for Ionizing Radiation,” October 2011. Those terms that are defined essentially according to the terminology of ICRU Report 85a will be followed by ICRU in parentheses. It should also be noted that the units for quantities used are the latest adopted according to the International System of Units (SI) which are contained in Appendix X1 as taken from a table in ICRU Report 85a.2 This terminology also uses recommended definitions of two JCGM documents, namely “International vocabulary of metrology” (VIM, 2012, unless indicated otherwise) and “Guide to the expression of uncertainty in measurement” (GUM, 2008). Those terms that are defined essentially according to the terminology of these documents will be followed by either VIM or GUM in parentheses. A term is boldfaced when it is defined in this standard. For some terms, text in italics is used just before the definition to limit its field of application, for example, see activity.

诚信计量一般要求 农贸市场应依法取得必要的营业执照和许可资质。 农贸市场应建立诚信计量管理制度。 农贸市场应主动接受社会监督,对计量失信行为做出相应的纠正和补偿。 农贸市场应使用法定计量单位的计量器具,不得使用带有欺骗功能或者软件作弊功能的计量器具,如发现使用的计量器具软件存在漏洞或被篡改作弊,应立即停用并采取纠正补偿措施。 诚信计量管理要求  4.2.1 诚信计量承诺机制 农贸市场管理方应建立诚信计量承诺制度,并主动向社会公开,要求农贸市场经营者配备和使用符合国家规定、与其经营项目相适应的计量器具,并督促检查。 农贸市场管理方应与农贸市场经营者签订诚信计量承诺书,明确经营者诚信计量责任。 农贸市场经营者应承诺遵守计量法律、法规及农贸市场管理方关于计量活动的有关规定,按市场规定配置和使用合法的计量器具,并履行维护保养义务,不得破坏计量器具准确度或者伪造数据,不得破坏铅封。 农贸市场经营者应正确使用国家法定计量单位。现场交易时,应明示计量单位、计量过程和计量器具显示的量值。现场交易发生异议时,经营者应重新操作演示计量过程和显示量值。 农贸市场经营者所销售的定量包装商品应当符合国家有关规定,并主动配合农贸市场管理方处理有关消费者投诉的计量纠纷。  4.2.2 诚信计量管理职责 农贸市场管理方应配合有关职能部门组织宣传、贯彻计量法律法规及现行规章。 农贸市场管理方应设置专(兼)职计量管理员,做好农贸市场在用计量器具管理、商品量计量管理和计量行为管理,积极推行场内衡器“统一配置、统一管理、统一检定、统一维修、统一标识”。 农贸市场管理方应落实与农贸市场经营者的计量管理责任,并按照管理要求,及时处理经营者的违规或作弊行为。 农贸市场管理方应建立计量管理台账,配合法定计量检定机构做好强制检定工作。 农贸市场管理方应严格落实公平秤的配置与管理,专(兼)职计量管理员应协助消费者复秤,及时、公正处理计量投诉。 农贸市场管理方应配合市场监管部门加强农贸市场计量监管,定期组织专(兼)职计量管理员参加计量管理培训,履行诚信计量承诺并张贴诚信计量承诺公告。 4.2.3 诚信计量公平秤管理制度 农贸市场内设置的诚信计量公平秤应经法定计量检定机构检定合格,并在有效期内使用。绿色合格标签应完整,如发现合格标签脱落或不完整,应由农贸市场管理方及时联系法定计量检定机构予以确认。 诚信计量公平秤应设置合理、指示清晰、使用便利。 市场指定的专(兼)职计量管理员应对诚信计量公平秤进行保管和维护,解决计量纠纷和投诉,做好日常监督管理。 农贸市场管理方应配备合格的标准砝码,计量管理员应每周至少一次对诚信计量公平秤的计量准确性进行校验,并做好记录。 计量管理员一旦发现有故意损坏诚信计量公平秤行为的,应按规定追究当事人的责任。 4.2.4 计量投诉处理及违法惩戒制度 农贸市场管理方应在诚信计量公平秤位置处悬挂指示牌公布农贸市场管理方的投诉电话和市场监督管理部门的12345举报电话,发挥公平秤的裁决作用,设专人处理计量投诉、调解计量纠纷,并填写商品称重纠纷登记表。 对于农贸市场的计量投诉,农贸市场管理方应积极配合调查,提供真实可靠的信息,保证计量纠纷调解工作顺利进行。 农贸市场管理方应积极维护消费者的正当权益,鼓励消费者自觉复秤,在诚信计量公平秤设置处张贴使用流程,指引消费者正确操作,并提醒消费者保持所购商品原状,以确保现场称重显示数据为有效数据,并作为判定所购商品是否缺斤短两的依据。 消费者所购商品,在保持原状未离开市场的情况下,若农贸市场经营者存在缺斤短两行为时,消费者有权要求农贸市场经营者现场落实“退一赔多”(至少3倍以上,最低不少于500元)的惩罚措施,农贸市场经营者应主动配合。如遇不配合的,消费者可向农贸市场管理方索赔,农贸市场管理方应负责先行赔付,再向农贸市场经营者追偿。 除赔付消费者外,农贸市场管理方应对欺诈或短秤缺量的农贸市场经营者实施以下惩处措施:首次欺诈或短秤缺量的,作黄牌警告,并处罚款2000元,停业整顿七天。再次发现欺诈或短秤缺量的,作红牌警告,直接做清场清退处理。 如农贸市场出现计量作弊行为,一经查实,应按当地市场监督管理部门要求及时整改并积极消除社会不良影响,农贸市场管理方应及时采取纠正措施,杜绝此类情况再次发生。 农贸市场管理方应依托诚信计量公平秤智慧监管系统做好计量投诉处理相关的记录和归档保存工作。  鼓励社会媒体和消费者进行监督,如发现农贸市场管理方存在无视消费者权益、推诿塞责的,可拨打12345向市场监管部门举报或投诉。 4.2.5 计量器具周期检定制度 农贸市场管理方依据有关法律法规要求,确保农贸市场的在用计量器具每年定期开展检定。 经检定合格的计量器具,可继续使用;对检定不合格或超期未检的计量器具,农贸市场管理方应现场收缴,不予使用;新增计量器具的,由农贸市场管理方负责做好台账更新及检定申请工作。 农贸市场经营者有保护计量器具检定标识的责任,不得涂改、破坏;发现检定合格标识损坏或脱落的,应告知市场管理方及时处理。 农贸市场管理方集中保管计量器具检定证书和检定结果通知书。农贸市场管理方负责协助法定计量检定机构做好检定信息公示,自觉接受社会媒体或消费者监督。 4.2.6 农贸市场专(兼)职计量管理员制度 农贸市场管理方应设立专(兼)职农贸市场计量管理员,并明确其工作职责。 农贸市场计量管理员应熟知计量法律法规和农贸市场内部的计量管理工作,认真履行管理职责。 农贸市场计量管理员应定期向农贸市场经营者宣传计量法律法规及相关管理办法,指导和监督农贸市场经营者正确使用计量器具和法定计量单位。 农贸市场计量管理员应落实好农贸市场计量台账日常管理工作,并负责保管有关管理和技术文件、计量器具检定证书和检定结果通知书。 农贸市场计量管理员应组织落实计量器具的检定工作,并保证市场内诚信计量公平秤检定合格并在检定有效期内,定期将信息反馈当地市场监督管理部门。 农贸市场计量管理员应报备并及时处理农贸市场经营者的不合格计量器具,责令农贸市场经营者整改,整改期间,可向农贸市场经营者提供合格的备用秤。 5 诚信计量技术要求 诚信计量公平秤 5.1.1 配备基本原则  诚信计量公平秤应放置于明显、安全、合理、平稳、方便使用的地方。 诚信计量公平秤应有相应的防止人为破坏和影响计量准确度的固定保护装置。  农贸市场管理者应配备用于日常核查的M1等级标准砝码。  5.1.2 配备位置  诚信计量公平秤应放置在农贸市场主要出入口的位置,方便消费者复秤。  对农贸市场投诉较多的区域,应增设诚信计量公平秤。  5.1.3 配备数量  农贸市场诚信计量公平秤的设置数量一般应不少于2台,可按照农贸市场商户规模、 经营商品种类、客流量等特点增加诚信计量公平秤数量。 诚信计量公平秤的设置数量应符合以下要求: a)每50台经营秤,应配备不少于1台诚信计量公平秤;  b)每个封闭、相互隔离或独立的销售区域应不少于1台诚信计量公平秤;  c)农贸市场经营水产品、活禽类的区域,可增设1台诚信计量公平秤。 5.1.4 位置标识  农贸市场管理方应在诚信计量公平秤的显著位置张贴“诚信计量公平秤”明示标牌,并确保标牌设置牢固、字迹清晰。 农贸市场管理方应在农贸市场的主要区域和通道设置诚信计量公平秤位置指示标志。 5.1.5 公平秤技术及功能要求 诚信计量公平秤生产应有计量器具型式批准证书和计量检定证书,符合GB/T 7722、JJG 539要求。支持触屏操作,可通过摄像功能自动对称重物体进行高清拍照,内置通讯模块,并支持语音播报等功能。 准确度等级 诚信计量公平秤一般采用等准确度称重计量器具核称法:用另一台最大允许误差优于或等于所经销商品的负偏差的计量器具直接核称商品,其准确度等级为Ⅲ级及以上。 量程 诚信计量公平秤的量程应与农贸市场所售商品的称量范围相适应,可双量程秤设计,最大量程30kg。 分度值 诚信计量公平秤的实际分度值与检定分度值相等,即e=d。 分度值应以1×10k、2×10k、5×10k(“k”可为正整数、负整数或零)形式表示。 双量程秤的分度值应满足JJG 539-2016中5.3多分度秤的附加要求。 双量程秤(低准确度):在(0~15)kg范围内分度值为5g,(15~30)kg范围内分度值为10g;检定分度值在(0~15)kg,e1=5g,在(15~30)kg,e2=10g。 双量程秤(高准确度):在(0~2)kg范围内分度值为1g,(2~5)kg范围内分度值为2g;检定分度值在(0~2)kg,e1=1g,在(2~5)kg,e2=2g。 5.1.6 称量要求 农贸市场经公平秤核称的零售商品,其实际重量值与结算重量值之差不得超过表1规定的负偏差。 表1中食品类尚未列出品种名称的,按照食品类相应价格档次的规定执行。被核称商品的含水量及含水量计算应当符合国家标准、行业标准的有关规定。 表1 零售商品允许计量负偏差 食品品种、价格档次  称重范围(m) 计量负偏差 粮食、蔬菜、水果或不高于 6 元/kg的食品  m≤1kg 20g 食品品种、价格档次  称重范围(m) 计量负偏差 粮食、蔬菜、水果或不高于 6 元/kg的食品 m≤1kg 20g  1kg<m≤2kg 40g  2kg<m≤4kg 80g  4kg<m≤25kg 100g 肉、蛋、禽类、海(水)产品、糕点、糖果、调味品或高于 6 元/kg,但不高于 30 元/kg 的 m≤2.5kg 5g  2.5kg<m≤10kg 10g 表1 零售商品允许计量负偏差(续) 食品品种、价格档次  称重范围(m) 计量负偏差 食品 10kg<m≤15kg 15g 干菜、山(海)珍品或高于 30 元/kg,但不高于100 元/kg 的食品 m≤1kg 2g  1kg<m≤4kg 4g  4kg<m≤6kg 6g 高于 100 元/kg 的食品 m≤500g 1g  500g<m≤2kg 2g  2kg<m≤5kg 3g 注:活禽、活鱼、水发物除外。 农贸市场销售的定量包装商品允许短缺量应符合JJF 1070的规定,单件商品的标注净含量与实际含量之差不得大于表 2 的规定,批量定量包装商品的平均实际含量应大于或等于其标注净含量。 表2 允许短缺量 质量或体积定量包装商品的标注净含量(Qn)g 或 mL  允许短缺量(T)  Qn 的百分比 g 或 mL 0~50 9 - 50~100 - 4.5 100~200 4.5 - 200~300 - 9 300~500 3 - 500~1000 - 15 1000~10000 1.5 - 10000~15000 - 150 15000~50000 1 - 注:对于允许短缺量(T),当 Qn≤1kg(L)时,T 值的 0.01g(mL)位修约至 0.1g(mL);当 Qn≥1kg(L)时,T 值的 0.1g(mL)位修约至 g(mL)。 诚信计量公平秤标准砝码 为了确保诚信计量公平秤量值准确可靠,农贸市场管理方应配备和公平秤准确度相适应的一组标准砝码,用于诚信计量公平秤日常检查,如发现数值异常应立即停用,及时通知厂家维护,并经计量检定机构检定确认合格后才能恢复使用。 诚信计量公平秤智慧监管系统 5.3.1 基本功能 诚信计量公平秤可自行通过网络连接诚信计量公平秤智慧监管系统,所有市场交易复称和计量纠纷投诉均可通过智慧监管系统查询。智慧监管系统应包含诚信计量公平秤管理系统、微信小程序等功能模块。 5.3.2 管理系统 市场管理模块 市场管理模块应能显示市场信息,以列表形式展现包括名称、档口类型、帐号等内容,并具备搜索查看档口类型、帐号密码、设备信息等功能。 数据统计模块 数据统计模块应能显示诚信计量公平秤系统平台中市场数量、市场名称和在用计量器具数量等信息。 设备管理模块 设备管理模块应能显示诚信计量公平秤设备编号、称重记录、检定情况、设备二维码信息等。 投诉管理模块 投诉管理模块应包括:投诉分类、投诉列表展示、投诉权限区分等。 5.3.3 诚信计量公平秤微信投诉小程序模块 微信投诉小程序模块应包括:我要投诉、我的投诉列表、投诉通知等。 6 诚信计量文化要求 诚信文化建设  农贸市场应响应社会主义核心价值观建设要求,开展以诚信计量为核心的诚信计量文化,积极参与诚信文化传播活动,制定并实施诚信文化宣传计划,营造良好的市场诚信经营氛围。 诚信计量责任 农贸市场管理方应接受社会监督,确保及时协调处理相关方投诉,建立内部诚信计量信息管理机制,并形成对社会负责的诚信自律的经营文化,努力打造计量准确可靠、信誉优良的企业形象;农贸市场经营者应明确诚信经营主体责任,配合农贸市场管理方做好诚信计量文化建设,主动引导消费者使用公平秤,积极落实好农贸市场管理方各项规定,形成诚信、和谐、文明的经营风气。 诚信计量考核指标 农贸市场管理方为实现诚信计量目标,应制定量化、可考核的指标,促进诚信计量各项工作有效落实。 诚信计量教育与培训 农贸市场管理方和经营者应建立诚信计量教育机制,确保自身及其员工具有道德意识和社会责任意识,保障人员具有诚信计量意识和职业道德素质,应明确诚信计量的重要性、职责与权限、违背诚信计量的后果和失信行为对个人的影响等。 诚信计量信息交流与控制 农贸市场管理方应建立诚信计量信息交流与控制机制,规定内部、外部信息交流的内容、范围与形式,确保内部各层次诚信信息得到充分交流与利用,且保证与外部相关方的诚信信息交流,包括诚信风险与机遇信息收集等。 顾客满意度测评 农贸市场管理方应加强与消费者的沟通工作,可通过网上征集、问卷调查等多种方式,主动征求消费者意见,不断提升诚信计量管理水平,改进服务质量。
