本文件规定了微电网的碳排放量的核算步骤与方法。 （1）基本规定 主要包括标准编制的基本原则和标准核算范围，编制原则包括核算周期、电网碳排放因子的选取、应急电源的处理等，核算范围包括化石燃料燃烧产生的二氧化碳排放、微电网购入电力产生的二氧化碳排放以及利用碳捕集与封存减少的二氧化碳排放。 （2）核算方法和核算边界 主要包括微电网碳排放核算过程中应用的核算方法和核算边界，碳排放计算主体以微电网接入电网的并网点为边界，其范围内主体主要包括生产部分、传输部分、用户以及辅助控制部分（冷热不考虑，仅统计电相关的燃料碳排），其中生产部分主要指分布式电源，传输部分主要指电网网络，辅助控制部分包括监控、保护和自动化装置以及储能装置等。 （3）碳排放计算 主要包括微电网碳排放中分布式电源、微电网网络的碳排计算，以及核算范围内的碳捕集与封存，同时介绍了微电网碳排放因子的计算方法。
