中国生物多样性保护与绿色发展基金会星空工作委员会暗夜星空保护地项目标准 A.分类标准 各类暗夜星空保护地(暗夜保护区、暗夜公园、暗夜主题公园、暗夜社区)的分类标准是: 一. 暗夜保护区: 1、暗夜保护区是一处拥有优异星空质量和夜间环境的大面积地域(700 平方千米以上),并获得专门机构正式命名的地方。在这里,暗夜星空作为自然、科学、教育、历史、文化资源遗产受到专门保护并对社会开放,使大众得以分享。暗夜保护区的核心区不少于25 平方千米(可设置若干核心区),其他为缓冲区。如有必要,可在缓冲区外再增设一定地幅的外围地带。 2、暗夜保护区的夜空质量测试达到21.0 平方角秒以上,目视星等达到6.0 等以上,可清晰看到M31 等天体目标、以及黄道光和气辉等现象。 3、暗夜保护区核心区内初始流明500 以上的户外照明设施均应为“全遮挡式”,光源色温不高于2500K,并禁止使用汽车大灯、强光手电、激光发射等;各类建筑的外向窗户夜间均应有遮光窗帘遮挡。暗夜保护区的缓冲区以内不应有厂矿等照明集中的区域,户外照明色温不高于4000K, 鼓励使用色温2500K 以下的光源和设置定时控制装置,其环境亮度参照执行《城市夜景照明设计规范》E1 区的标准。如设立外围地带,其大片照明集中区域(如城镇、厂矿、机场等)的环境亮度参照执行《城市夜景照明设计规范》E2 区的标准,并应制定相应的改进措施和规划,在3-5 年内达到基本要求。 4、暗夜保护区应在其缓冲区或外围地带设置开放区域或暗夜公园(执行暗夜公园标准),开展面向社会的暗夜宣传、天文科普、星空旅游等活动。暗夜保护区内如有天文台等科学观测设施,应定期安排向社会大众开放。 5、暗夜保护区内如有射电天文设施,可设定为“暗夜(射电)保护区”,或建立专门的“电磁波宁静区”,防止占用和干扰为开展射电天文业务所需的频率。电磁波宁静区可划分为核心区、中间区和边远区,其控制地域和无线电台功率、频率及设施,由射电天文台与当地无线电管理机构参照《国际电信联盟ITU-R RA.2259 报告》论证确定。 电磁波宁静区的中间区或边远区内,可参照暗夜公园标准设置面向社会的开放区或暗夜公园。 二.暗夜公园: 1、暗夜公园是一处拥有优秀星空质量和夜间环境、并获得专门机构正式命名的地方。在这里,暗夜星空作为科学、自然、教育、历史、文化资源遗产受到专门保护,并对社会开放、使大众得以分享。暗夜公园的户外照明控制范围在10 平方千米以上,范围内及附近不应有厂矿等大片照明集中的区域。范围较大的暗夜公园,可划定一定地幅的核心区,主要在核心区外对社会开放。 2、暗夜公园的夜空质量测试在20.0 平方角秒以上,目视星等在5.0 以上,可以看到M31 等天体目标,并能辨识本天区全部星座。 3、暗夜公园控制范围内初始流明500 以上的户外照明设施均应为“全遮挡式”,光源色温控制在4000K 以下,鼓励使用色温2500K 以下的光源;如划定核心区,其户外照明色温在2500K 以下。暗夜公园的环境亮度参照执行《城市夜景照明设计规范》E1 区的标准,应能根据需要统一关闭和开启其开放活动区的照明。 4、暗夜公园的进出道路方便,各类标识、特别是安全标识明确,游客中心、厕所等基本设施完善,达到国家A级景区以上标准。 5、暗夜公园应为游客和天文爱好者提供相应的夜间观测场地、设施和食宿条件。 三.暗夜主题公园: 1、暗夜主题公园是在城市附近具有良好夜空质量地方设立的以暗夜保护和星空文化为主题的旅游景区,并获得专门机构的正式命名。暗夜主题公园的户外照明控制范围在1 平方千米以上,附近不应有大片照明集中的区域、或能对主要光污染源(如果有)作有效遮蔽。 2、暗夜主题公园基本观测区的夜空质量测试在20.0平方角秒以上,天顶方向的目视星等在5.0 以上,能够辨识本天区主要星座。 3、暗夜主题公园内初始流明500 以上的户外照明设施均应为“全遮挡式”,光源色温控制在4000K 以下,鼓励使用色温2500K 以下的光源,其环境亮度参照执行《城市夜景照明设计规范》E2 区的标准。暗夜主题公园内的户外照明应能根据需要统一关闭和开启。 4、暗夜主题公园的天文科普教育设施相对完善,应有小型科普天文台和包括暗夜保护内容的天文科普展览馆。 5、暗夜主题公园的进出道路方便,各类标识、特别是安全标识明确,游客中心、厕所等基本设施完善,达到国家A 级景区以上标准。 6、暗夜主题公园应为游客和天文爱好者提供相应的夜间观测场地、设施和食宿条件。 四.暗夜社区: 1、暗夜社区是在当地管辖的地幅内(如海岛、村镇),经过社区组织和大多数居民同意所建立的暗夜保护与星空旅游的区域,并获得专门机构的认证。暗夜社区内和附近不应有厂矿等照明集中的区域。 2、暗夜社区观测区的夜空质量测试在20.0 平方角秒以上,天顶方向的目视星等在5.0 以上,能辨识出本天区主要星座。 3、暗夜社区内的500 流明以上的户外照明设施均应为“全遮挡式”,光源色温控制在4000K 以下。如设立专门的观测区,其户外照明的色温在2500K 以下。暗夜社区的环境亮度参照执行《城市夜景照明设计规范》E2 区的标准,并能根据需要统一关闭或开启。 4、暗夜社区的进出道路方便,各类标识、特别是安全标识明确,游客中心、厕所等基本设施完善,达到国家A级景区以上标准。 5、暗夜社区应为游客和天文爱好者提供相应的夜间观测场地、设施和食宿条件。 B.建设、管理与运行 各类暗夜保护地的建设、管理与运行,在中国星空会的指导帮助下进行,并遵循以下要求: 一、(以下简称:中国绿发会星空工作委员会)取得联系;中国绿发会星空工作委员会将派出人员参与对当地的夜空质量、暗夜环境、户外照明及组织领导等基本情况进行考察。在达成共识并签署工作备忘录后,中国绿发会星空工作委员会对暗夜保护地的规划建设与申报认证等提供全程咨询服务。 二、管理机构。以暗夜保护地的原管理机构为主,必要时可邀请当地政府有关部门和相关机构及社会代表参与组成专门的管理办公室,负责暗夜保护地的建设、管理与运行。对一些重要的暗夜或射电保护区,中国绿发会星空工作委员会可根据需要派员参与管理。 三、管理办法。管理办公室根据本《项目标准》,制定具体的管理办法,明确目的意义、范围划定、照明标准、活动开展、管理机构、监督措施等。管理办法应符合国家的相关规定,得到当地县以上政府认定或由其行文颁发。 四、组织运行。各类暗夜保护地都应定期开展以暗夜保护和天文科普为基本内容的生态旅游活动。活动应有计划、有记录。鼓励与当地的科技、环保、旅游等组织建立合作,并广泛吸收志愿者参与。各暗夜星空保护地应按要求参与中国绿发会星空工作委员会统一组织的全国性或全球性的科普环保教育活动。 五、夜空监测。通过夜空质量仪(UnihedronSky Quality Meter),每年2 次(3 月和9 月的上旬)对项目地范围内的10 个固定点(由暗夜保护地外沿至核心区平均分布,包括最亮和最暗点)的夜空质量进行监测,并建立记录档案。对违反规定或突出的光污染问题,应及时进行纠正或提请政府部门帮助处理。无线电频率监测由射电天文台和当地无线电管理机构联合实施。 C. 认证 、资格与 监督 一、达到本《项目标准》要求的地方,可向中国绿发会星空工作委员会正式申请资格认证。 二、拟提交认证的地方,应组织准备申请报告。申请报告的内容包括:项目地管理机构的申请函,县以上政府有关部门的推荐函,有关专家或组织(环保、科技、旅游等)的推荐函等;项目区域的位置和范围,核心区、缓冲区及外围地带的划分;项目所在地的地理、自然和社会状况,及以自然、科学、历史、文化、教育等方面的价值等;当地的降雨和晴空率等基本气象资料,经过中国星空会工作 代表确认的夜空质量测试指标;本项目的管理机构、管理办法及照明改造方案;面向社会的科普旅游活动计划、软硬件条件及社会活动实施情况;现有主要户外照明设施的型号、指标等资料和照片。申请报告应配合地图和各类照片加以说明。 三、中国绿发会星空工作委员会建立由环境、天文、照明、旅游、法律等方面的专家组成的评审委员会,对提交的申请报告进行集体评审,以 2/3 的票数确定通过。如未获得通过,中国绿发会星空工作委员会将向该项目方发函指出存在问题和提出意见建议;达到标准和要求的地方可再次申报。 四、中国绿发会星空工作委员会将以新闻发布会或公报的形式向社会公布通过认证的项目地,并向其颁发“中华暗夜星空保护地”的证书、标牌,在网站上刊载其基本信息。 五、通过认证的项目地应在其主要入口处建立标示,如“中华暗夜星空保护地 xx 暗夜保护区”、“中华暗夜星空保护地 xx 暗夜公园”等,并加以中国绿发会暗夜保护地标志。经过认证的暗夜星空保护地名称和标志,可以在社会宣传、商务活动、旅游产品中使用。 六、通过认证的项目地即为中国绿发会星空工作委员会的会员单位,享受在对外宣传、运营指导、行业协调、法律事务、国际合作等方面的服务。对于符合国家部门、行业有关政策和标准的暗夜星空保护地,中国绿发会星空工作委员会可协助申请相应资质或支持。 七、通过认证的项目地,每年 9 月 10 日前向中国绿发会星空工作委员会提交年度报告,包括夜空质量监测、户外照明改造、社会活动开展的情况及问题和建议。中国绿发会星空工作委员会将定期或不 定期组织检查评比和经验交流活动。 八、对于项目地出现的问题,中国绿发会星空工作委员会将予以指出并限定改正期限。如不能按期改正或不能执行规定的,将会被暂停资格,直至问题的解决。一年以上仍不能纠正问题的,经专家评审委员会讨论,将会取消该项目地的资格并予以公布。被取消资格的地方,不得继续使用中华暗夜星空保护地的名称和标志,否则将追究其法律责任。 九、中国绿发会星空工作委员会为国际暗夜协会(International Dark-Sky Association)在中国的基本合作机构。对于符合国际暗夜协会有关项目指南的暗夜星空保护地,中国绿发会星空工作委员会可根据会员单位要求协助提交认证申请,并协助国际暗夜协会对通过认证的项目地进行监督管理。

1.1 Purpose—This guide is intended to provide general guidance on a watershed monitoring program directed toward sediment. The guide offers a series of general steps without setting forth a specific course of action. It gives advice for establishing a monitoring program, not an implementation program. 1.2 Sedimentation as referred to in this guide is the detachment, entrainment, transportation, and deposition of eroded soil and rock particles. Specific types or parameters of sediment may include: suspended sediment, bedload, bed material, turbidity, wash load, sediment concentration, total load, sediment deposits, particle size distribution, sediment volumes and particle chemistry. Monitoring may include not only sediments suspended in water but sediments deposited in fields, floodplains, and channel bottoms. 1.3 This guide applies to surface waters as found in streams and rivers; lakes, ponds, reservoirs, estuaries, and wetlands. 1.4 Limitations—This guide does not establish a standard procedure to follow in all situations and it does not cover the detail necessary to define all of the needs of a particular monitoring objective or project. This document provides a method for addressing ship generated waste and cargo residues from when they are offloaded from the ship, to how they are managed ashore. The provision, operation and use of port reception facilities (PRFs) are inherently linked, so this document addresses the design of PRFs, and their operation and management. This document is designed to be used by ports and terminals with existing PRFs which aim to refine their systems; it can also be used by new ports and terminals that are developing PRFs. Parties to MARPOL are obligated as Port States to ensure that port reception facilities (PRFs) adequate to meet the needs of the ships using them without causing undue delay are provided at their ports and terminals. MARPOL does not seek to regulate the management of ship generated waste and cargo residues at ports and terminals beyond the reception facility requirement. However, ports and terminals may need to consider national, regional and local regulations. While these regulations can exceed the scope of MARPOL, the IMO recognises the need to manage ship generated waste and cargo residues at ports and terminals as part of an environmentally sound management approach for avoiding, minimising, and eliminating pollution from ships. In consideration of above, this document applies to the management of ship generated waste and cargo residues regulated by MARPOL that are discharged at ports and terminals. It also covers principles and issues that should be considered in the development of a PWMP, its implementation and PRF operations. The operation of any PRF is governed by the principles and procedures included in the PWMP. The procedures to operate the PRF and the development of a PWMP are closely linked and therefore are integrated into this document. This document addresses the principles and issues that should be considered in: — The development of a port waste management strategy; — The design and operation of PRF; — PWMP development, implementation and compliance; and — PRF management and accountability. This document has been designed to be used by ports and terminals of any size. It does not give specifics on the size or location of a PRF in each port, but provides a list of principles to be considered and applied to any size of type of port or terminal (e.g. marina, fishing port, container terminal, oil terminal, roll on/ roll off terminal, cruise terminal, ferry terminal, bulk or general cargo terminal, ship repair or recycling facility, and offshore terminal). Inland ports and marinas and those ports that have entered regional arrangements for the provision of a PRF can also use this document.
