5　工作要求 理论知识要求 5.1.1　法律法规知识 熟悉环境噪声相关法律法规。包括《中华人民共和国环境保护法》、《中华人民共和国环境噪声污染防治法》等国家和地方省市部门颁布的相关法律法规。 5.1.2　安全防护知识 熟悉现场监测安全防护知识、安全防护用品的使用知识和人身伤害现场救助知识等。 5.1.3　监测理论知识 ——声环境质量标准 a)掌握GB 3096的适用范围、声环境功能区分类、环境噪声限值、环境噪声监测要求和声环境功能区的划分要求等内容。 b)掌握GB 9660的适用范围、评价量、标准值和适用区域等内容。 c)掌握GB/T 15190的适用范围、声环境功能区分类、区划的基本原则、区划的主要依据、区划的程序、区划的方法等内容。 ——环境噪声排放标准 a)掌握GB 12348、GB 12523和GB 22337的适用范围、环境噪声排放限值、测量方法和测量结果评价等内容。 b)掌握GB 12525的适用范围、铁路边界噪声限值、测量方法和测量报告等内容。 ——环境噪声监测方法标准和技术规范 a)掌握GB/T 3241、GB/T 3785.1、GB/T 15173、GB/T 17181的滤波器、声级计、声校准器和积分平均声级计的相关知识内容。 b)掌握GB 9661的适用范围、测量条件、测量方法、信号分析处理、一次飞行事件的噪声级和一系列相继飞行事件的噪声级等内容。 c)掌握GB 14227的适用范围、声学要求、噪声测量方法、混响时间测量方法和试验报告等内容。 d)掌握HJ/T 90的适用范围、声屏障的声学设计、声屏障声学性能的测量方法和声屏障工程的环保验收等内容。 e)掌握HJ 640的适用范围、区域声环境监测、道路交通声环境监测、功能区声环境监测、监测点位调整、城市声环境监测报告和质量保证与质量控制等内容。 f)掌握HJ 706的适用范围、背景噪声测量方法、噪声测量值与背景噪声值相差大于或等于3dB时的修正、特殊情况的达标判定、倍频带声压级修正、数值修约规则等内容。 g)掌握HJ 707的适用范围、测量仪器及测量条件、现场调查与监测、背景噪声修正、监测结果评价和质量保证与质量控制等内容。 h)掌握HJ 793的适用范围、测量条件、测量方法、数据处理、测量结果与计算方法、质量保证等内容。 i)掌握JGJ/T 170的适用范围、基本规定、限值、二次辐射噪声测量方法和测量报告编写要求等内容。 j)掌握TB/T 3050的适用范围、测量方法、监视性监测和测量报告等内容。 实际操作能力要求 a)熟练掌握相应环境噪声监测方法标准和技术规范并能组织实施。 b)熟练使用声级计、声校准器、风速仪、定位系统、计数器、量尺等仪器设备。 c)能够按照仪器设备操作规程要求对仪器设备进行日常维护和定期维护。 d)能够按照规定的程序对声级计进行期间核查。 e)能够判断、排除所用仪器设备出现的一般故障。 6　考核机构和人员要求 考核机构应具有实施考核的能力和题库，保证考核的严格、全面、准确、公平、公正。 考核人员应掌握丰富的考核范围内的相关专业知识，具备中级及以上相关专业技术职称或同等能力，且具有从事环境噪声监测相关工作5年（含）以上的经历。 7　培训、考核、发证和换证 培训 环境噪声监测人员的专业技术知识和技能培训，应根据其工作岗位的要求，按本文件规定的相应内容进行。累计培训时间不得少于24个学时。 岗位培训可采取网络培训、面授培训等形式。 培训应由具备相应资质的培训机构进行。 考核 培训期满后，应由专业机构组织对环境噪声监测人员进行理论知识考试与实际操作能力考核。理论知识和实际操作能力均应达到合格要求。考核不合格者，须重新培训。 按照附录B理论知识考试和实际操作能力考核权重的要求，考核合格应达到： a)在理论知识考试中不低于70%的评分。 b)在实际操作能力考核中不低于70%的评分。 理论知识考试采用笔试、机考方式进行，实际操作能力考核采用现场操作、模拟操作方式进行。理论知识考试试题范例见附录C。 发证和换证 考核合格后，由考核机构组织审核发放《环境监测人员上岗考核合格证》（以下简称“上岗证”）。 上岗证有效期为五年，届满需要继续从事环境噪声监测工作的，应当办理换证手续。 换证考核内容包括理论知识和实际操作能力。 换证考核由考核发证部门或其指定的单位进行。
