随着我国社会经济的高速发展与城市化进程的不断推进,城市机动车保有量和出行需求的逐年提升与交通设施更新速度之间的矛盾日益凸显,各类交通问题损害了城市居民的出行体验。随着道路交通流量的逐步增大,对于路面强度、平整度、稳定性、抗滑性能以及耐久性等多方面特性的要求也在逐步提高,尤其是在车辆载重大、车流量大、车辆运行轮迹相对固定、车辆制动频繁的路段,如交叉口、公交车站、长大纵坡、弯道等。 我国现有的公路及城市道路路面以沥青混凝土路面与水泥混凝土路面为主,即柔性路面与刚性路面。沥青混凝土在高温条件下集料之间的沥青粘结力减弱,在大交通流量、重荷载、高度渠化荷载的路段,柔性路面容易出现车辙、波浪、拥包等变形破坏,降低路面使用性能。刚性路面容易出现水泥板断板、开裂、脱空、错台、唧泥等病害,并且行驶舒适性欠佳,修复较为困难。 灌注式半柔性路面介于柔性路面与刚性路面之间,具有优异的强度、耐油性、耐酸性、抗滑性能、高温稳定性、水稳定性以及耐久性。灌注式半柔性路面至今已在日本、美国以及欧洲已得到较为广泛的应用与研究。目前我国已有多家单位与高校展开了针对半柔性路面的设计与施工等方面的研究,形成了一定的应用基础,但在材料选用、结构组合设计以及施工工艺等方面还存在较大的优化空间。为促进并指导上海市半柔性路面的应用,特制订本标准。 本标准按照GB/T1.1-2020《标准化工作导则 第一部分 标准化文件的结构和起草规则》的规定编写。

1.1 This practice covers the determination of roads and parking lots pavement condition through visual surveys using the pavement condition index (PCI) method of quantifying pavement condition. 1.2 The PCI represents the collective judgement of pavement maintenance engineers and is an indirect measurement of pavement structural integrity (not capacity) and pavement functional condition indicators such as roughness. The PCI is not intended to replace the direct measurement of ride, structural capacity, or friction. 1.3 The PCI for roads and parking lots was developed by the U.S. Army Corps of Engineers (1, 2).2 It is further verified and adopted by DOD and APWA. 1.4 The values stated in SI units are to be regarded as standard.
