1.0.1本规定适用于大、中型化工企业中化工固体物料的装卸、运输、加工、处理、贮存及包装等机械化和自动化新建或扩建工程设计。小型化工企业的化工机械化运输设计也可参照使用。 1.0.2化工机械化运输设计必须全面贯彻执行国家的技术经济政策和建设标准，努力提高投资效益和节约用地。 1.0.3化工机械化运输设计应符合有关国家标准、行业标准、技术规范和技术规程。 1.0.4化工机械化运输设计应符合国情，吸取国内外先进技术经验，采用成熟的新工艺、新机械设备，遵守劳动保护和环境保护的有关规定，力求达到技术先进、布置合理、运转可靠、操作安全、维修方便。 1.0.5根据全厂生产规模的远景规划，化工机械化运输设计应相应地留有扩建余地。在扩建设计中，应结合原有生产系统及设备布置的特点统盘考虑，充分发挥原有设施的能力，以提高企业的经济效益。 1.0.6工厂规模见表1划分。 1.0.7本规定为化工机运专业基本法规，规定了化工机运专业职责范围是化工粉、粒体工程。具体包括：化工粉、粒、块状物料的装卸、输送(气力和机械)、贮存、分离、破碎、研磨、筛分、分级、过滤、增湿、脱水、于燥、冷却、防结、除(收)尘、配料、供料、渗混、挤压、造粒(机械)、均化、计量、包装(袋、箱、桶)、堆垛、计数、质检等的工艺系统设计和机械设备选型。
