IEC/TR 60479-5, which is a technical report, provides touch voltage-duration combination thresholds based on analysis of information concerning body impedances and current thresholds of physiological effects, as given in IEC/TS 60479-1. Such threshold combinations relate to specific environmental and contact conditions that determine body impedance for particular current pathways. This technical report considers only (i) 50/60 Hz sinusoidal alternating voltage having no other frequency components and no significant direct voltage component, and (ii) direct voltage with no significant alternating component. This technical report provides thresholds as a result of calculations based on values from IEC/TS 60479-1, with uncertainties. Therefore thresholds proposed in this report also correspond to values with uncertainties. This technical report does not consider immersion of body parts and medical application. Touch voltage-duration combination thresholds are for use by technical committees as guidance for the determination of limits for touch voltage and touch voltage durations in various environmental situations. Determination of limits needs to be based on risk assessment. Factors that are part of risk assessment include voltage threshold values (taking into account contact area, skin moisture condition, body current pathway) provided by this technical report, as well as other factors not covered such as: – reduction of the likelihood of contact (by obstacles, barriers, warnings, placing out of reach, training, etc.); or – reduction of touch voltage compared to the fault voltage (such as by equipotential bonding); or – additional resistance in series with the human body (such as gloves, shoes, carpet, etc.).

This International Standard provides elements for product conformity assessment. Critical defects on tools, devices and equipment for live working are not acceptable. Major defects on tools, devices and equipment for live working are likely to result in failure or in a significant reduction of functionality, while minor defects do not reduce significantly the functionality. This standard defines assessment methods for products having completed production phase to assure that they conform to the requirements of the corresponding product standard. It is to be used in conjunction with live working corresponding product standards. The following elements are not covered by the present document, but are included in each product standard: – type tests; – provisions and description for sampling and routine tests; – the identification and classification of the corresponding defects resulting from a risk analysis.

This part of IEC 61557 specifies the requirements for insulation monitoring devices (IMD) which permanently monitor the insulation resistance to earth of unearthed IT a.c. systems, for IT a.c. systems with galvanically connected d.c. circuits having nominal voltages up to 1 000 V a.c., as well as of unearthed IT d.c. systems with voltages up to 1 500 V d.c. independent from the method of measuring. NOTE 1 IT systems are described in IEC 60364-4-41 amongst other literature. Additional data for a selection of devices in other standards should be noted. NOTE 2 Various standards specify the use of insulation monitoring devices in IT systems. In such cases, the objective of the equipment is to signal a drop in insulation resistance below a minimum limit. NOTE 3 Insulation monitoring devices according to this part of IEC 61557 may also be used for de-energized electrical systems.

IEC/TS 61201, which is a technical specification, provides guidance on the use of conventional touch voltage limits with reference to thresholds given in IEC 60479-5. Consideration is given to different physiological effects, environmental conditions, contact conditions, etc. This specification only discusses voltages for sinusoidal a.c. at 50/60 Hz and pure d.c. having no significant a.c. component. This specification does not consider immersion of body parts or medical applications. Touch voltage limits are for use by technical committees as guidance for the determination of their own specific limits. This basic safety publication is primarily intended for use by technical committees in the preparation of standards in accordance with the principles laid down in IEC Guide 104 and ISO/IEC Guide 51. It is not intended for use by manufacturers or certification bodies. One of the responsibilities of a technical committee is, wherever applicable, to make use of basic safety publications in the preparation of its publications. The requirements, test methods or test conditions of this basic safety publication will not apply unless specifically referred to or included in the relevant publications.

This part of IEC 61557 specifies requirements for combined performance measuring and monitoring devices that measure and monitor the electrical parameters within electrical distribution systems. These requirements also define the performance, in single and threephase a.c. or d.c. systems having rated voltages up to 1 000 V a.c. or up to 1 500 V d.c. These devices are fixed installed or portable. They are intended to be used indoors and/or outdoors. This standard is not applicable for: • electricity metering equipment that complies with IEC 62053-21, IEC 62053-22 and IEC 62053-23. Nevertheless, uncertainties defined in this standard for active and reactive energy measurement are derived from those defined in the IEC 62053 standards series. • simple remote relays or simple monitoring relays. This standard is intended to be used in conjunction with IEC 61557-1 (unless otherwise specified), which specifies the general requirements for measuring and monitoring equipment, as required in IEC 60364-6. The standard does not include the measurement and monitoring of electrical parameters defined in Parts 2 to 9 of IEC 61557 or in IEC 62020. Combined performance measuring and monitoring devices (PMD), as defined in this standard, give additional safety information, which aids the verification of the installation and enhances the performance of the distribution systems. For instance, those devices help to check if the level of harmonics is still compliant with the wiring systems as required in IEC 60364-5-52. The combined performance measuring and monitoring devices (PMD) for electrical parameters described in this standard are used for general industrial and commercial applications. A PMD-A is a specific PMD complying with requirements of IEC 61000-4-30 class A, which may be used in "power quality assessment" applications. NOTE 1 Generally such types of devices are used in the following applications or for the following general needs: – energy management inside the installation; – monitoring and/or measurement of electrical parameters that may be required or usual; – measurement and/or monitoring of the quality of energy. NOTE 2 A measuring and monitoring device of electrical parameters usually consists of several functional modules. All or some of the functional modules are combined in one device. Examples of functional modules are mentioned below: – measurement and indication of several electrical parameters simultaneously; – energy measurement and/or monitoring, and also sometimes compliance with aspects of building regulations; – alarms functions; – power quality (harmonics, over/undervoltages, voltage dips and swells, etc).

This standard is applicable to all operation of and work activity on, with, or near electrical installations. These are electrical installations operating at voltage levels from and including extra-low voltage up to and including high voltage. This latter term includes those levels referred to as medium and extra-high voltage. These electrical installations are designed for the generation, transmission, conversion, distribution and use of electrical power. Some of these electrical installations are permanent and fixed, such as a distribution installation in a factory or office complex, others are temporary, such as on construction sites and others are mobile or capable of being moved either whilst energized or whilst not energized nor charged. Examples are electrically driven excavating machines in quarries or open-cast coal sites. This standard sets out the requirements for the safe operation of and work activity on, with, or near these electrical installations. The requirements apply to all operational, working and maintenance procedures. They apply to all non-electrical work activities such as building work near to overhead lines or underground cables as well as electrical work activities, when there is a risk of electrical danger. This standard does not apply to ordinary persons when using installations and equipment, provided that the installations and equipment comply with relevant standards and are designed and installed for use by ordinary persons. This standard has not been developed specifically to apply to the electrical installations listed below. However, if there are no other rules or procedures, the principles of this standard should be applied to them – on any aircraft and hovercraft moving under its own power, (these are subject to International Aviation laws which take precedence over national laws in these situations); – on any sea going ship moving under its own power, or under the direction of the master, (these are subject to International Marine laws which take precedence over national laws in these situations); – electronic telecommunications and information systems; – electronic instrumentation, control and automation systems; – at coal or other mines; – on off-shore installations subject to International Marine laws; – on vehicles; – on electric traction systems; – on experimental electrical research work.
