This part of IEC 62282 covers construction@ marking and test requirements for portable fuel cell power systems. These fuel cell systems are movable and not fastened or otherwise secured to a specific location. The purpose of the portable fuel cell power system is to produce electrical power. This standard applies to a.c. and d.c. type portable fuel cell power systems@ with a rated output voltage not exceeding 600 V a.c.@ or 850 V d.c. for indoor and outdoor use. These portable fuel cell power systems are not to be used in hazardous locations as defined by IEV 426-03-01 unless additional protective measures are added in accordance with IEC 60079-0. This standard does not apply to portable fuel cell power systems that are a) permanently connected (hard wired) to the electrical distribution system@ b) permanently connected to a utility fuel distribution system@ c) exporting power to the grid@ d) for propulsion of road vehicles@ e) intended to be used on board passenger aircraft. Fuel cells that provide battery charging for hybrid vehicles where the battery provides power and energy for propulsion of the vehicle are not included in the scope of this standard The following fuels and fuel feedstocks are considered within the scope of this standard: ? natural gas; ?liquefied petroleum gas@ such as propane and butane; ?liquid alcohols@ for example methanol@ ethanol; ?gasoline; ?diesel; ?kerosene; ?hydrogen; ?metals (e.g. Mg@ Al or Zn) or metal alloys immersed in electrolyte (e.g. aqueous solutions of salts or alkali) in air or oxygen; ?chemical hydrides. This standard does not preclude the use of similar fuels or oxidants from sources other than air provided the unique hazards are addressed through additional requirements.

This part of IEC 62282 provides test methods which are required for the performance evaluation of micro fuel cell power systems for laptop computers@ mobile phones@ personal digital assistants (PDAs)@ cordless home appliances@ TV broadcast cameras@ autonomous robots@ etc. This standard describes the performance test methods for power characteristics@ fuel consumption and mechanical durability for micro fuel cell power systems with output up to 60 V d.c. and 240 VA. The functional arrangement of a typical example of a micro fuel cell power system@ evaluated according to this part of IEC 62282@ is shown in Figure 1. This standard does not address the safety of micro fuel cell power systems. This standard does not address the interchangeability of micro fuel cell power systems.

This part of IEC 62282 provides minimum safety requirements for the installation of indoor and outdoor stationary fuel cell power systems in compliance with IEC 62282-3-100 and applies to the installation of the following systems: - intended for electrical connection to mains directly or with a readily accessible, manually operable switch or circuit-breaker; - intended for a stand-alone power distribution system; - intended to provide AC or DC power; - with or without the ability to recover useful heat. This standard is limited to those conditions that may be created by the installation process that can lead to personnel hazards or damage to equipment or property external to the fuel cell power system. This standard does not cover the safety requirements of the stationary fuel cell power system which are covered by IEC 62282-3-100. Additionally, this standard does not cover: - fuel supply and/or fuel storage systems; - auxiliary media supply and disposal; - switches or circuit-breakers; - portable fuel cell power systems; - propulsion fuel cell power systems; - APU (auxiliary power units) applications. A typical stationary fuel cell power system installation is represented in Figure 1.

"This part of IEC 62282 applies to stationary packaged@ self-contained fuel cell power systems or fuel cell power systems comprised of factory matched packages of integrated systems which generate electricity through electrochemical reactions. This standard applies to systems ?C intended for electrical connection to mains direct@ or with a transfer switch@ or to a standalone power distribution system; ?C intended to provide AC or DC power; ?C with or without the ability to recover useful heat; ?C intended for operation on the following input fuels a) natural gas and other methane rich gases derived from renewable (biomass) or fossil fuel sources@ for example@ landfill gas@ digester gas@ coal mine gas; b) fuels derived from oil refining@ for example@ diesel@ gasoline@ kerosene@ liquefied petroleum gases such as propane and butane; c) alcohols@ esters@ ethers@ aldehydes@ ketones@ Fischer-Tropsch liquids and other suitable hydrogen-rich organic compounds derived from renewable (biomass) or fossil fuel sources@ for example@ methanol@ ethanol@ di-methyl ether@ biodiesel; d) hydrogen@ gaseous mixtures containing hydrogen gas@ for example@ synthesis gas@ town gas. This standard does not cover: ?C micro fuel cell power systems; ?C portable fuel cell power systems; ?C propulsion fuel cell power systems. NOTE For special application such as ""marine auxiliary power""@ additional requirements may be given by the relevant marine ship register standard. This standard is applicable to stationary fuel cell power systems intended for indoor and outdoor commercial@ industrial and residential use in non-hazardous (unclassified) areas. This standard contemplates all significant hazards@ hazardous situations and events@ with the exception of those associated with environmental compatibility (installation conditions)@ relevant to fuel cell power systems@ when they are used as intended and under the conditions foreseen by the manufacturer. This standard deals with conditions that can yield hazards on the one hand to persons@ and on the other to damage outside the fuel cell system only. Protection against damage to the fuel cell system internals is not addressed in this standard@ provided it does not lead to hazards outside the fuel cell system. The requirements of this standard are not intended to constrain innovation. When considering fuels@ materials@ designs or constructions not specifically dealt with in this standard@ these alternatives shall be evaluated as to their ability to yield levels of safety and performance equivalent to those prescribed by this standard."
