This part of IEC 62056 specifies the COSEM application layer in terms of structure, services and protocols for COSEM clients and servers, and defines how to use the COSEM application layer in various communication profiles. It defines services for establishing and releasing application associations, and data communication services for accessing the methods and attributes of COSEM interface objects, defined in IEC 62056-62, using either logical name (LN) or short name (SN) referencing. Annex A describes the xDLMS application service element. Annex B defines how to use the COSEM application layer in various communication profiles. Annex C includes encoding examples for APDUs. Annex D gives an explanation of the role of data models and protocols in electricity meter data exchange.

This part of IEC 62056 specifies the transport layers for COSEM communication profiles for use on IPv4 networks. These communication profiles contain a connection-less and a connection-oriented transport layer,providing OSI-style services to the service user COSEM application layer.The connection-less transport layer is based on the Internet standard Transmission Control Protocol. Although the major part of the COSEM transport layers is the UDP and TCP as they are specified in the relevant Internet standards,they include an additional sub-layer,called wrapper. Annex A shows how the OSI-style transport layer services can be converted to and from UDP and TCP function calls.

The OBject Identification System (OBIS) defines the identification codes (ID-codes) for commonly used data items in electricity metering equipment. This part of IEC 62056 specifies the overall structure of the identification system and the mapping of all data items to their identification codes. OBIS provides a unique identifier for all data within the metering equipment, including not only measurement values, but also abstract values used for configuration or obtaining information about the behaviour of the metering equipment. The ID codes defined in this standard are used for the identification of ? logical names of the various instances of the interface classes, or objects, as defined in IEC 62056-62; ? data transmitted through communication lines, see Clause A.1; ? data displayed on the metering equipment, see Clause A.2. This standard applies to all types of electricity metering equipment, such as fully integrated meters, modular meters, tariff attachments, data concentrators, etc. To cover metering equipment measuring energy types other than electricity, combined metering equipment measuring more than one type of energy or metering equipment with several physical measurement channels, the concepts of medium and channels are introduced. This allows meter data originating from different sources to be identified. While this standard fully defines the structure of the identification system for other media, the mapping of non-electrical energy related data items to ID codes needs to be completed separately. NOTE EN 13757-1 defines identifiers for metering equipment other than electricity: heat cost allocators, cooling, heating, gas, cold water and hot water.
