This International Standard specifies general principles and recommends procedures for the verification of the durability of structures subject to known or foreseeable environmental actions, including mechanical actions, causing material degradation leading to failure of performance. It is necessary to ensure reliability of performance throughout the design service life of the structure. Fatigue failure due to cyclic stress is not within the scope of this International Standard. NOTE Reference can be made to ISO 2394 for failure due to fatigue.

EN 1991-1-1 gives design guidance and actions for the structural design of buildings and civil engineering works including some geotechnical aspects for the following subjects: - Densities of construction materials and stored materials; - Self-weight of construction works; - Imposed loads for buildings.Section 4 and Annex A give nominal values for densities of specific building materials, additional materials for bridges and stored materials. In addition for specific materials the angle of repose is provided.Section 5 provides methods for the assessment of the characteristic values of self-weight of construction works.Section 6 gives characteristic values of imposed loads for floors and roofs according to category of use in the following areas in buildings: - residential, social, commercial and administration areas; - garage and vehicle traffic areas; - areas for storage and industrial activities; - roofs; - helicopter landing areas.The loads on traffic areas given in Section 6 refer to vehicles up to a gross vehicle weight of 160 kN. The design for traffic areas for heavy vehicles of more than 160 kN gross weight needs to be agreed with the relevant authority. Further information may be obtained from EN 1991-2.For barriers or walls having the function of barriers, horizontal forces are given in Section 6. Annex B gives additional guidance for vehicle barriers in car parks. NOTE Forces due to vehicle impact are specified in EN 1991-1-7 and EN 1991-2.For the design situations and effects of actions in silos and tanks caused by water or other materials see EN 1991-3.

(1) EN 1990 establishes Principles and requirements for the safety, serviceability and durability of structures, describes the basis for their design and verification and gives guidelines for related aspects of structural reliability. (2) EN 1990 is intended to be used in conjunction with EN 1991 to EN 1999 for the structural design of buildings and civil engineering works, including geotechnical aspects, structural fire design, situations involving earthquakes, execution and temporary structures. NOTE For the design of special construction works (e.g. nuclear installations, dams, etc.), other provisions than those in EN 1990 to EN 1999 might be necessary. (3) EN 1990 is applicable for the design of structures where other materials or other actions outside the scope of EN 1991 to EN 1999 are involved. (4) EN 1990 is applicable for the structural appraisal of existing construction, in developing the design of repairs and alterations or in assessing changes of use.

1 This International Standard provides general requirements and procedures for the assessment of existing structures (buildings, bridges, industrial structures, etc.) based on the principles of structural reliability and consequences of failure. It is based on ISO 2394. 2 It is applicable to the assessment of any type of existing structure that was originally designed, analysed and specified based on accepted engineering principles and/or design rules, as well as structures constructed on the basis of good workmanship, historic experience and accepted professional practice. The assessment can be initiated under the following circumstances: — an anticipated change in use or extension of design working life; — a reliability check (e.g. for earthquakes, increased traffic actions) as required by authorities, insurance companies, owners, etc.; — structural deterioration due to time-dependent actions (e.g. corrosion, fatigue); — structural damage by accidental actions (see ISO 2394). NOTE 1 This International Standard is applicable to historical structures, provided additional considerations are taken into account concerning the preservation of the historical appearance of the structure and the preservation of its historical materials. 3 This International Standard is applicable to existing structures of any material, although specific adaptation can be required depending on the type of material, such as concrete, steel, timber, masonry, etc. 4 This International Standard provides principles regarding actions and environmental influences. Further detailed consideration will be necessary for accidental actions such as fire and earthquake. NOTE 2 Fire resistance requires properties different from those for structural safety and integrity. Also fire hazards can be created by change in use. Special requirements are necessary for seismic hazards, taking the dynamic action and structural response into account. 5 This International Standard is intended to serve as a basis for preparing national standards or codes of practice in accordance with current engineering practice and the economic conditions.
